Duties

Help
  • Maintains up-to-date records of Wild Horse and Burro information related to the management of the assigned organization’s Wild Horse and Burro Program and its activities.
  • Provides support and assistance in habitat monitoring, population inventories and survey activities of Wild Horse and Burros.
  • Assists in preparing and implementing plans for Wild Horse and Burro gather operations to safely and efficiently remove excess animals from overpopulated herds.
  • Knowledge of data management, reporting, and automated record keeping systems sufficient to maintain accurate and up-to-date records of Wild Horse and Burro information.
  • Documents information on Herd Management Area’s (HMA), Appropriate Management Level’s (AML), population estimates, habitat information and trends, number of animals removed from the range and inventory, monitoring and compliance activities.

Qualifications

This position has a Basic Education Requirement (BER) requirement: A bachelor's degree with a major in biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position, OR a combination of education and experience equivalent to a major in biological science, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position.

For the GS-5 Level: You must meet the Basic Education Requirement.

For the GS-7 Level: You must meet the basic requirements AND have one (1) year of experience as a Wild Horse and Burro Specialist or related position equivalent to GS-05 in the Federal service. Examples of specialized experience may include knowledge of wild horse and burro management principles; or wildlife management principles; and/or range management principles, theories, and practices. Assisting higher level professionals with the preparation of wild horse and burro planning documents, wild horse and burro population monitoring, planning and conducting range studies; OR Completed one (1) year of graduate education leading to a master's degree in biological sciences or a directly related field; OR meet the requirements for Superior Academic Achievement (S.A.A); OR meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/graduate education. Undergraduate/graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is a combination of office and field work. Field work involves strenuous walking, horseback riding, and climbing over rough and mountainous terrain. The work involves heavy lifting, bending, climbing, and handling WH&Bs; and lifting hay bales, metal corral panels, construction materials, wire ropes, and other supplies and equipment. The work requires travel using various modes of transportation (e.g., airplanes, helicopters, government owned vehicles, etc.). The incumbent operates various types of vehicles (e.g., cars, SUVs, light/medium/heavy trucks coupled with trailers of various sizes).

Work Environment: The office area is adequately lighted, heated, and ventilated. Field work involves long days and involves the hazards associated with the handling of untamed animals. Field assignments involve widely varying topographic (e.g., flat to steep and rocky terrain) and climatic conditions. Temperatures may range from -20? to over 100? with considerable precipitation from rain, freezing rain, or snow fall.

Education

This position falls under the General Resource Management and Biological Sciences Series 0401 and has Individual Occupational Requirements (IOR).

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 10% of the annual salary.
