About the Position: This position is located in the Healthcare Operations Department of Naval Hospital, Bremerton TRICARE Operations, duty location Bremerton Washington. Duties

Help
  • Conduct comprehensive management surveys and research to provide insightful reports and strategic advice on organizational structure, manpower and resource utilization, cost management, and workload performance.
  • Evaluate space, equipment, supply, and other resource needs for the delivery of services across various clinical departments within the command, including branch clinics.
  • Assist in developing plans for Military Treatment Facility (MTF) optimization and strategies to enhance TRICARE enrollment at the Naval Hospital.
  • Collaborate with the Managed Care Support Contractor (MCSC) to develop annual resource sharing plans, identifying the most promising opportunities for resource sharing.
  • Conduct initial cost analysis and compiles Military Treatment Facility (MTF) personnel, equipment, and supply shortfalls into comprehensive proposals.
  • Utilize computers and automated database systems to compile data and generate information for strategic decision-making within the command.
  • Serve as Senior (Lead) Analyst in the Plans and Analysis Division, overseeing the day-to-day operations of the office.
  • Communicate, both orally and in writing, with all contacts to present findings, conclusions, recommendations, and plans, regardless of their complexity or potential controversy.

In order to qualify, you must meet the Education and/or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience or equivalent experience in the private or public sector performing health care operations related to manpower/resource utilization, cost management, and workload performance within a clinic or hospital setting. This experience should include utilizing automated systems such as the Medical Expense and Performance Reporting System (MEPRS), Summarized Medical Analysis Resource Tool (SMART), Composite Health Care System (CHCS), and Corporate Executive Information System (CEIS) MHS Genesis, MHS Mart (M2), Financial Management Information System (FMIS), Health Analytics, Managed Care Support Contract portals to collect, compile, and analyze cost and workload data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
