Duties

Help
  • Support the Chief in managing the Army's EO 13526 automatic, systematic, and mandatory declassification program.
  • Assist in the development of policies and procedures that protect classified national security information.
  • Implement policies which ensure Army compliance with EO 13526, Army Regulations, White House, DoD, Department of Justice and National Archives and Records Administration (NARA) policies, guidance, and directives.
  • Assist in the formulation, development, and implementation of the Army Declassification Directorate (ADD) Freedom of Information Act (FOIA) Privacy Act (PA), and Records/Database Management (RM) programs.
  • Support with developing, planning, implementing, and enforcing agency electronic document management system capabilities and policy using the Army Declassification Automated Management System and the Army Records Information Management System.
  • Aid in the preparation of an EO 13526 declassification strategy that positions the Army to meet EO deadlines/requirements.
  • Update ADD Declassification policy and procedures, the Declassification portions of Army regulations and the Army Declassification Guide
  • Establish archival management policies and procedures for government and contractor personnel in accordance with NARA standards and guidelines.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • You may be expected to travel up to 10% for this position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes helping to manage a declassification program; coordinating updates to declassification policy or procedures; and interpreting government regulations regarding declassification of information under provisions such as Executive Order 13526, Freedom of Information Act (FOIA) or Privacy Act (PA).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
