Duties

Help

Provide leadership and/or oversight to complex financial management IT projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Provide expert direction and guidance to staff ensuring that financial management IT systems are developed, deployed, operated, implemented, and supported to meet user requirements in a manner consistent with applicable policies and procedures.

Manage the administration of resource allocations, expenditures, and budget processes to ensure adherence with mission objectives and provide innovative solutions regarding resource inequities.

Lead competitions and contract renewal from beginning to end; work closely with mission customers, organizational management, and the Contracting Officer to establish new objectives, develop requirements, and establish schedules.

Work with stakeholders and guide personnel to effectively manage IT project cost, schedule, and performance.

Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services.

Lead, cultivate, and maintain productive working relationships with external partners and stakeholders including, but not limited to, the USG resource and financial management communities, acquisition stakeholders, CIO partners, and legislative oversight.

Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Qualifications

Mandatory Requirements:

Expert knowledge of the Federal Government, IC, or ODNI budgetary process, personnel regulations, contract regulations, and resource allocation policies and procedures.

Expert knowledge of the ODNI's or the IC's information technology infrastructure including operating systems, major application systems, and network architecture.

Expert knowledge of the ODNI's or the IC's information technology security environment, business requirements, and risks.

Superior program management, analytical, and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs.

Excellent oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.

Experience working with senior counterparts from other organizations to find and advance common goals.

This position aligns to the ODNI GSIT pay scale, which ODNI is currently offering for IT Engineers, IT Project Managers, and ISSMs. Contact ODNI HRM for more information.

Desired Requirements:

Advanced (Level III) CIA, PMI, or Defense Acquisition University Program Management Certification or Senior-Level FAC-P

Program Management Certification.

Agile Project Management Certification.

Familiarity with the CI and Security community and associated IT system needs.

Eight or more years of IT/software development program management experience.

Education

Bachelor's Degree.

Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
