This position is located in the National Weather Service (NWS), Operations Division (OD), Operations Center (OC), with one vacancy in College Park, Maryland.
As a Physical Scientist, you will perform the following duties:
Provide direct support of Federal Emergency Management Agency's (FEMA) Incident Management Assistance Teams (N-IMATs) to deliver expert weather, water, or climate decision support to team leads and interagency partners who have access to high-level decision-makers.
Operate and maintain a weather, water, or climate workstation for ongoing situational awareness of environmental threats to the U.S. and its territories.
Serve as technical expert, effectively applying consistent applications of National Incident Management System (NIMS) to lay the groundwork for efficient and effective responses, from a single agency fire response to multiagency, multijurisdictional natural disaster or terrorism response.
Manage the conduct of complex innovative science requiring a very high degree of professional expertise to resolve critical operational problems.

Selectee may be subject to serving a one-year probationary period.

Are There Any Special Requirements For This Position?
A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

CONDITIONS OF EMPLOYMENT:
This is a bargaining unit position and is deemed emergency/essential. Therefore, the incumbent must report to or remain at work, or perform duties by teleworking, during a weather-related emergency or other condition that prevents a significant number of employees from reporting to work on time or which requires closure of all or part of the agency's activities.
Drug testing is required due to the sensitivity level of the position.
Some travel is required.
Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
EDUCATION:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Conducting or providing analysis and interpretation of environmental hazards or hazardous weather incidents;
Providing operational support and guidance in challenging forecast situations or environments; and
Designing, planning, or evaluating weather, water, or climate support for government or emergency management agencies.
Education
Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
