Duties

Help

As a National Bank Examiner (Analyst to Associate Deputy Comptroller), you will:

  • Analyze supervision findings and other sources of information to identify areas of concern, determine methods of resolution, and recommend appropriate courses of action, focusing on the assigned portfolio of banks.
  • Analyze banking industry, economic, and other financial data to identify potential systemic risks and assess the impact of systemic risks on the assigned portfolio and supervisory strategies for portfolio institutions.
  • Participate as a member of risk management and operations committees to maintain perspective on the diversity of risk management processes and emerging risks, and other operational issues.
  • Serve as liaison for the Associate DC to ensure open communication within MCBS and at all organizational levels, comment and coordinate input on proposals, and respond to inquiries and requests from Headquarters and field office staff and external groups on various MCBS topics.
  • Lead, motivate, and mentor a staff of employees, considering the needs of the OCC and career development goals of individuals.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. There are three key documents that contain important information about your rights and obligations. Please read and retain these documents:

  1. Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back,
  2. FD-258 Privacy Act Statement - FBI (this is the same statement used when your fingerprints are submitted as part of your background investigation), and
  3. SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information).
  • This is a 5-year rotational position. If selected, you will be required to sign a Rotational Agreement that details conditions.
  • This position requires a National Bank Examiner (NBE) commission reflecting the incumbent is authorized to sign Reports of Examinations (ROEs) for national banks and a Federal Thrift Regulator (FTR) accreditation reflecting the incumbent is authorized to sign ROEs for federal savings associations.
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel overnight or locally.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-Vband level. Examples of specialized experience for this position include:

  • Analyzing financial data to identify systemic risk and assess the impact; OR
  • Providing consulting services to management on bank supervisory issues and operational processes.

AND

Selective factor: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • This position is excluded from the bargaining unit.
  • This is a nontraditional position subject to the Alternative Location Arrangements PPM 3110-53. It may be filled in an alternative location within the MCBS portfolio, which is cost effective, operationally efficient, and complies with the standards contained in PPM 3110-53. Relocation benefits authorized only if selectee moves to Dallas, TX.
