Help

As Deputy Comptroller (Internal Goverance), you will:

  • Oversee the implementation of the Agency's Enterprise Risk Management (ERM) framework, which covers all OCC Senior Deputy Comptroller level lines of business providing guidance to senior management regarding enterprise governance and enterprise risk management matters.
  • Establish objectives and goals in support of the OCC strategic plan. Develop short- and long-term plans; establishes priorities for the organization. Provide planning and resource management to ensure that activities of the organization support the OCC objectives and goals.
  • Provide leadership and direction and oversight of all Enterprise Governance Operations, Enterprise Governance Supervision, and Enterprise Risk Management activities by ensuring integrated decision-making and effective disposition for our internal customers relating to supervisory and operational compliance and enterprise risk matters.
  • Participate in Deputy Comptroller meetings to facilitate a broader view of Enterprise Governance/Ombudsman and Enterprise Risk Management leading discussions regarding internal customer issues related to Enterprise Governance supervisory and operational compliance reviews and ERM matters through collaboration with senior leadership as well as OCC Legal and Supervision units.
  • Lead, motivate and develop a staff of employees. Evaluate performance in accordance with OCC guidelines; make personnel decisions regarding hiring, promotions, adverse actions, etc.; provide training and development opportunities. Perform the above duties following equal employment opportunity principles.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • This position is subject to a 10-year term limit. If selected, you will be required to sign an Agreement for Term-Limited Position that details conditions.
  • This position requires a National Bank Examiner (NBE) commission reflecting the incumbent is authorized to sign Reports of Examinations (ROEs) for national banks and/or a Federal Thrift Regulator (FTR) accreditation reflecting the incumbent is authorized to sign ROEs for federal savings associations.
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel overnight or locally on an occasional basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an Executive Branch Public Financial Disclosure Report (OGE-278) and an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VIIband level. Examples of specialized experience for this position include:

  • Providing leadership, direction and oversight of an Enterprise Governance Operation, Enterprise Governance Supervision, or Enterprise Risk Management activities, and
  • Managing corporate and risk governance matters, audit and internal controls, and enterprise risk measurement.

AND

Selective Placement Factor: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Education cannot be used to qualify for this position.

  • This position is excluded from the bargaining unit.

  • Salary range includes 25.04% geographical pay.
  • Total pay cannot exceed applicable pay cap, which is $316,600 for 2025.
