This position is located in the Wyoming Army National Guard's Joint Forces Headquarters (JFHQ) in the office of the Chief Information Officer (CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. The primary purpose of this position is to provide expertise in cybersecurity policy and process development; conducting audits to validate compliance; responsible for the risk management framework and ensures systems are operated and maintained in accordance with (IAW) Army Regulation (AR) 25-2, Army Cybersecurity, and all applicable command, Department of Army (DA), Joint Staff (JS), and Department of Defense (DoD) security directives and procedures.

1. Serves as an Information Technology Specialist providing Cybersecurity for the Wyoming National Guard JFHQ. Operates within the DoD and Army security procedures, operations, and practices. Monitors Microsoft and DoD information security bulletins and notifications as they relate to Information Security Vulnerability Alerts.

2. Coordinates with Program Information System Security Managers and Organizational Information System Security Officer at other locations to verify or clarify information pertinent to cybersecurity and Information Assurance procedures.

3. Maintains an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cyber Security/Information Assurance professionals. Using this knowledge base, the incumbent will be able to devise and implement new policies and procedures to prevent or react to security concerns.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

1. Must be able to obtain and maintain at least a SECRET clearance. However, TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI) may be required based on the highest classification level utilized in the state.
2. This is an Information Security Workforce position. Selectee must meet position requirements for certification at Level II in Information Assurance Management (IAM-II). Certification requirements may be found in DoD 8570.01-M Information Security Workforce Improvement Program.
3. All certifications are required within 6 month of employment.
4. Position is designated within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.
5. Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce.

DESCRIPTION OF WORK:
Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking.

BASIC REQUIREMENTS:
Must possess at least five years of IT-related experience; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. SPECIALIZED EXPERIENCE:
Must possess at least one year of specialized experience at the next lower GS-grade (or equivalent) to a GS-11. Specialized experience is experience that equipped the applicant with the particular
competencies/knowledge, skills, and abilities to successfully perform the duties of the position and
is typically in or related to the work of the position to be filled. Such experience is typically gained
in the IT field or through the performance of work where the primary concern is IT.

NOTE: Basic Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

ASSURANCE CERTIFICATION REQUIREMENTS:
Reference: DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Para C4.2.3. IA Management (IAM) Category Level II Training Requirements

  • Within 6 months of assignment of IA duties all military and government civilian IAM personnel must achieve IA Baseline Certification unless a waiver is granted.
  • An individual needs to obtain only one of the "approved certifications" for IAM Level II to meet the minimum requirement.
    • CAP = Certification Authorization Professional
    • CASP+ CE = CompTIA Advanced Security Practitioner Continuing Education
    • CISM = Certified Information Security Manager
    • CISSP (or Associate) = Certified Information Systems Security Professional (CISSP) (or Associate - means the individual has qualified for the certification except for the number of years' experience)
    • GSLC = Global Information Assurance Certification (GIAC) Security Leadership Certificate
    • CCISO = Certified Chief Information Security Officer
  • IAM positions that also perform IA Technical (IAT) functions must also obtain the appropriate technical level certification and complete the other IAT level requirements prior to being granted unsupervised privileged access.
  • Include a copy of certification if already completed with application.
  • New hires' qualification periods begin the date they start in the position (i.e., they must obtain the appropriate certification within 6 months of being assigned IA functions).
  • Personnel in technical category positions must be issued and retain an appointing letter to their IA duties including a statement of responsibilities for the system. A completed copy will be maintained in the individual's personnel record.
  • Personnel in technical category positions must maintain certifications, as required by the certifying provider, to retain privileged system access.
  • Personnel who are not appropriately qualified within 6 months of assignment to a position or who fail to maintain their certification status shall not be permitted privileged access and may lose their position of assignment if employee fails to attain or return to certified status.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
