Duties

As Executive Director of Manpower and Personnel at NORAD and USNORTHCOM incumbent plans, organizes, and manages the activities of the directorate with the Director, and serves as the primary advisor to the Combatant Commander on all civilian and military, manpower, personnel and readiness issues as well as routinely provides executive level subject matter expertise to the Commander of NORAD and USNORTHCOM as well as Senior Leadership at all levels.

Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.

Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects that have impact across the Commands as well as the directorate.

Represents the Manpower and Personnel Directorate with a variety of Command and functional area organizations.

  • This position is designated as a Test Designated Position (TDP) under Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is required to refrain from use of illegal drugs and if required,
  • submit to a urinalysis test. The selectee must sign a statement of understanding that his position has been identified as a TDP.
  • May be required to perform Battle Roster function during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center,
  • Joint Enabling Capability, and other tasks assigned. These duties may require additional duty hours and/or alternate duty locations.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the
  • parent Federal Agency to function effectively. Applicants for positions designated as Key positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve
  • and CANNOT become a member of the Ready Reserve while assigned to this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14 or equivalent in other pay systems. Examples of specialized experience include being responsible for the Commands, long-range Readiness, Manpower and Personnel budgets, planning, reengineering, systems development, and innovation activities. The work and programs of Readiness, Manpower and Personnel (J1) are essential to national defense. Impacts across OSD, DoD and the other Combatant Commands. Incumbent represents the commands on major issues and independently plans, schedules, and carries out programs, keeping the director informed of status. Activities directed by the incumbent are normally reviewed by management officials for potential impact/influence on Joint Staff, Air Force and command policy objectives and program goals.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Readiness, Manpower and Personnel functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
6. Uses correct English grammar to organize and communicate ideas in words that are appropriate to listeners and situations; uses body language appropriately. Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
