The primary purpose of this position is to serve as financial analyst in the Financial Management and Budget Execution Branch, Comptroller Division for DoD accounting systems and budget analysis procedures, with responsibility for analyzing and advising on a variety of financial policies and procedures, resolving customer service problems.

Duties

Help

  1. Ensures single and multi-year appropriation budgets, cost estimates, and programming complies with legal and regulatory requirements.
  2. Applies technical expertise to analyze and evaluate DoD procedures, policies, and other issues related to financial systems and their impact on US Space Command.
  3. Initiates and prepares instructions to US Space Command headquarters and components on new or revised accounting policies and system procedures.
  4. Leads or conducts confidential independent complex studies and analyses of accounting operations and systems.
  5. Serves as liaison on accounting and financial management matters with DoD components, DFAS Headquarters and Centers, other government agencies, US Space Command organizations and private organizations. And conducts strategic planning activities to improve organizational direction and focus using strategic planning tools and techniques.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays. Overtime may be required
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS11 or equivalent in the Federal Service. Specialized experience must include analyzing and formulating the USSPACECOM budget portfolio, budget forecasts, processes and/or related budget information for compliance with multiple HQ, services, and Office of Secretary of Defense (OSD) higher headquarters policies and guidance. Reviews, analyzes, revises, and recommends approval, disapproval, or modification of budget requests and justifications. Manages the justification and execution of the budget for multiple agency funding issues. Serves as a technical authority on budget formulation and execution for the employing component. Determines assessments and distribution of funds sent to appropriate servicing organizations within Air Force, the Department of Defense, and outside the Department of Defense to other government agencies, industry, and academia.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge and skill in accounting, procurement, and business disciplines commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
2. Expert knowledge and skill to direct the development and monitoring of accounting and financial management systems; budget development and execution processes to identify problem areas; determine the action required to improve program effectiveness; and maintain the integrity of financial information.
3. Comprehensive knowledge of missions, functions, goals, objectives, work processes, and sources of accounting and funding pertinent to US Space Command programs/organizations.
4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in accounting systems, program plans and associated funding.
5. Ability to gather, assemble, and analyze data to evaluate accounting systems and prepare budget estimates, develop alternatives, and make recommendations to resolve accounting and budget/funding problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on accounting and financial management processes/actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-11.
