Summary

This position is in the Department of Veterans Affairs, Office of Information and Technology (OIT), Product Delivery Service (PDS), Health Services, Clinical Capability Management, Scheduling. The purpose of this position is to serve as Information Technology (IT) Specialist (Technical Manager) supporting one or more IT portfolios, Product Lines, products, and projects. A Product Line or program consists of one or more IT projects varying in size and technical complexity.

Major Duties:

  • Organizes and leads acquisition activities working with the TAC, EO Business Services,
    technical teams, and customers.
  • Creates and manages budgets for multiple applications, develops budget forecasts and performs re-baseline activities.
  • Performs troubleshooting, maintenance and configuration changes in accordance with
    approved change order policies within the region as it relates to Business Systems
    Technology, which include hardware, operating systems and databases.
  • Organizes and manages multiple Project Teams (PT) to resolve complex technical issues.
  • Applies judgment to anticipate problems, researches trends and patterns, and develops new special adaptations to satisfy requirement.
  • Analyzes user needs and software requirements to determine feasibility of design within time and cost constraints.
  • Manage product life cycle and release management activities; coordinating with technical teams, customers, and Product Development.
  • Resolves complex technical issues; applying non-technical language and business terminology.
  • Issues balanced workload and resource guidance for development of operating projects; review proposed projects and take necessary action to bring individual projects into proper alignment.

  • Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of dexterity and visual acuity to utilize these tolls is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any specials physical effort.

This position has an Individual Occupational Requirement (IOR). You must meet the Basic Qualification Requirements, Specialized Experience, AND Selective Placement Factors to qualify for this series as describe below.

Basic Qualification Requirements
For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Oral Communication - Expresses information (for example, ideas of facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated expertise in cross-team coordination in a fast-moving Healthcare IT software development organization, experience using Project Management Institute (PMI) best practices, and experience managing IT software products/projects including modernization of Healthcare IT software in Cloud environments utilizing Agile or DevOps methodologies including requirement collection, acquisition, development, integration, enhancement, deployment, sustainment, and product decommissioning.

This position includes a skill, knowledge, ability, or other worker characteristic basic to and essential for satisfactory performance of the job.
