Summary

As an Actuary in OAS, the incumbent will join a growing, high-performance actuarial team and collaborate with other actuaries on several data and modeling assignments for any of the following Veteran benefit programs: Disability Compensation, Burial, Pension, Post/9-11 GI Bill, Montgomery GI Bill, Dependent Education Assistance, Veteran Readiness and Employment, Home Loan Guaranty, Veteran Community Care (medical, dental, pharmacy, nursing home, ESRD), and Medical Malpractice.

Duties

Help

  • Produce and maintain actuarial analyses and liability estimates used to satisfy financial reporting, audit, and budget requirements.
  • Extract, test, validate, and clean data for use in analysis.
  • Perform actuarial analysis using traditional actuarial modeling and predictive modeling, using Excel, SAS, R, or SQL.
  • Produce actual to expected analysis of benefit cash flows.
  • Produce experience studies and develop valuation assumptions.
  • Assist in preparing the actuarial portion of VA's Agency Financial Statements.
  • Interprets financial results and variances from forecast to help identify emerging trends.
  • Collaborates across actuarial and non-actuarial teams.
Work Schedule: Monday to Friday, 8 a.m. to 4:30 p.m.

This job series has an Individual Occupation Requirement (IOR). The IOR must be met, in addition to the specialized experience requirement for the grade level. Applicants who do not demonstrate that they meet the IOR in their application documents are ineligible for further consideration. Evidence of the Individual Occupational Requirement must be reflected in your application materials. Transcripts are required to document educational requirements.

IOR Method 1:

One year of actuarial experience equivalent to the next lower grade level (GS-12);


AND

One of the following:

a. A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

or

b. Combination of education and experience that includes both of the following requirements:

  • Technical work experience in actuarial support work or in mathematics; and
  • Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
IOR Method 2:

One year of actuarial experience equivalent to the next lower grade level (GS-12);

AND

Associateship in the Society of Actuaries or the Casualty Actuarial Society or being an Enrolled Actuary.


You must also qualify based on your experience as described below:


Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Analyze large amounts of census or claims data using SAS, R, SQL, or Excel.
  • Update actuarial liability valuation models (e.g.., pension, disability, etc.) with new assumptions.
  • Produce Incurred but not Reported reserves for health plans.
  • Provide technical review of other actuaries' work, which could include running an alternative model.
  • Assist with an experience study of mortality, retirement, termination, or other assumption rates.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Evidence of specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.

Note
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is principally sedentary; however, a moderate amount of walking is required in a large office building and when meetings are in different office buildings. Work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Infrequent travel is required.
