Duties

Help
  • As the Human Resources Specialist (Information Systems/Military), you will perform the following duties which is not an all-inclusive list:
  • Executes and manages all tasks/requirements of IPPS-A Deployment and New Equipment Training requirements of IPPS-A implementation throughout the command.
  • Provide all necessary support as required in order for the organization to meet program readiness standards/parameters and achieves all objectives.
  • Plays a major role in organizing and preparing briefings to introduce IPPS-A concepts and describes the business functions involved of all key deployment and training activities.
  • Leads the functional business oriented migration of all aspects of fielding IPPS-A across the command.
  • Support internal and external efforts to influence the development, deployment, and implementation of IPPS-A and MILPAY Training.
  • Assists with operational and administrative requirements, training enrollment and schedules, strategic communications, planning and deployment of IPPS-A to include functional support and testing as directed.

  • Current Department of Army Civilian Employees Applying on Time-Limited Assignments

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

Specialized Experience: One year of specialized experience which includes experience 1) providing customer management support assistance on Personnel and Pay System procedures and applications 2) applying a wide range of military HR regulations and policies to develop plans of actions and 3) recommending solutions to major problem areas; and providing customer service management support assistance for military information and pay systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Education
: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as personnel management or program management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

*All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.

Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
  • If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
  • This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework.
  • This position is not a bargaining unit position.
