ABOUT THE OFFICE OF ADMINISTRATION & TECHNOLOGY (OAT)

The Office of Administration & Technology (OAT) supports all aspects of the Commission's mission from daily operation and business functions to long-term Commission projects. The services include financial management (including budget, procurement, and travel), facilities and office management, and human resources management.

In addition, the office is responsible for both information technology and information systems support. The Technology Solutions & Services team establishes and maintains remote capabilities, cybersecurity, website, and all end-user hardware and software. The Information Systems Development & Administration team develops and maintains the Commission's computer networks and extensive information systems using a range of Oracle technologies. Some of the key information systems applications this office supports are essential to the Commission research functions of analyzing and disseminating federal sentencing data to policymakers and the federal criminal justice community.

In fulfilling these roles, the Office of Administration & Technology is vital to the smooth function of the agency.

DUTIES
The Director of Administration & Technology is a member of the senior management team and reports directly to the staff director. The incumbent oversees the support services of the Commission, which include administrative services, finance, human resources, information systems, and information technology.

Duties include, but are not limited to:

  • Managing a diverse staff involved in the various support services of the Commission and facilitating their efforts to meet the goals of OAT and the agency.
  • Identifying, planning, and facilitating the rollout of strategic plans and new programs for the continuous improvement of services to the Commission.
  • Making recommendations to the staff director regarding:
    • Human resources management, policies, practices, and procedures.
    • Budget plans, contracting, and procurement.
    • Software programs, hardware, databases, technology security, infrastructure, and maintenance functions.
    • Building maintenance, security, and services.
  • Collaborating with senior staff members and other stakeholders in support of various Commission projects.
  • Regularly assessing the productivity, efficiency, and consistency of services provided by OAT staff to ensure they are meeting Commission-wide strategic goals.
  • Evaluating the performance and developing the skills of OAT staff on both an ongoing and periodic basis.
  • Evaluating and updating the Commission's administrative policy work in conjunction with the Office of General Counsel, human resources staff, and other administrative managers and senior staff.
  • Serving as a liaison with senior staff from other federal government agencies.
  • Other duties as assigned.

Qualifications

MANDATORY QUALIFICATION REQUIREMENTS
Applicants must have at least 10 years of demonstrated leadership abilities and extensive management experience which is directly related to the line of work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to carry out the duties of this position. Progressively responsible experience in public service or in the private sector which provides a thorough understanding of organizational, procedural, and human aspects in managing is required.

Applicants must have an undergraduate degree from an accredited university or college in a related field of study.

Applicants must have at least one year of specialized experience equivalent to the GS-15 level.

Applicants must have demonstrated work experience related to the mandatory requirements listed below and must address the qualification requirements in an attached cover letter or narrative.

  • Demonstrated business acumen and experience related to at least one of the following areas: budget, financial management, contracting & procurement, human resources, information technology, or information systems, and the ability to acquire knowledge and administer all the above areas in a manner which instills public trust and accomplishes the Commission's mission.
  • The ability to express, orally and in writing, complex issues in clear and succinct language so that the concepts are understood at all levels of the agency. Ability to lead people toward meeting the organization's mission and providing an inclusive workplace that fosters the development of others and facilitates cooperation and teamwork.
  • Ability to lead and work effectively with diverse, cross-functional teams and create a work environment that encourages creative thinking and problem-solving.

The Commission is conveniently located next to Union Station on Capitol Hill, and is easily accessible by public transportation, including the Metro, and the MARC and VRE commuter trains. The Commission offers a monthly transit subsidy to employees who use mass transit to commute to and from work, subject to the availability of funds. The Commission offers alternative work schedules (AWS), which are fixed work schedules that enable full-time employees to complete the basic 80-hour biweekly work requirement in less than 10 workdays.

The Commission offers regular telework (not full-time) to employees in positions deemed eligible by the staff director and who meet the requirements of an approved telework arrangement in which an employee performs official duties at home or at an approved telework site. This position is currently eligible to regularly telework up to two days per week.

The Commission also offers training opportunities to employees through LinkedIn Learning, and the Judiciary's Online University, which offers academic credit and professional credit programs through web-based learning. These training tools assist Commission employees with taking online courses in a flexible way, by offering training courses in the areas of: staff training and development; credit toward undergraduate degree programs; continuing education and non-credit certificate programs; executive education; contract training; credit credentials courses for continuing professional education and credit for individuals who hold credentials and achieve certifications associated with several globally-recognized sponsored organizations.

Education
