Major Duties:

  • Responsibilities are oriented toward field ORD executive and management acquisitions and vendor management solutions to achieve optimum results for the customers and stakeholders at VACO.
  • The Operations Portfolio Manager is responsible for the overall coordination, analysis, and evaluation of ORD acquisition vendor performance activities (across all vendors) to ensure that they meet the overall business objectives of the research enterprise and are in alliance with the VA/VHA goals for research and contracting targets.
  • The incumbent represents RAMP and ORD by serving on various Department committees, task forces, and working groups.
  • Attend special meetings and conferences with executive level officials and resolve administrative and technical problems associated with acquisitions, requiring the attention of the CRADO/DCRADO-OWC.
  • The incumbent coordinates activities with top management officials in VA/VHA.
  • ORD acquisitions and positively impact the customer. The Operations Portfolio Manager establishes overall vendor goals, objectives and priorities for ORD acquisitions and works with other ORD Directors to guide oversight of vendors in the performance of work, including evaluation, design and development of procedures, and resolution of complex issues involving overlapping responsibilities between vendors.
  • Perform related duties as assigned.

Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/14/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-14 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Management & Program Analyst, GS14 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal service to qualify at the GS-14. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience. Examples of specialized experience include:

1) Responsible for studying, solving, and implementing VHA enterprise-level acquisition and vendor management solutions.
2) Attend special meetings and conferences with VHA executive level officials to resolve administrative and technical VHA problems associated with VHA acquisitions.
3) Designs and leads the overall VHA technology acquisition management strategy, providing professional investigation, analysis, guidance and advice.

Preferred Experience:
Federal Acquisition Certification: Program/Project Manager Mid-Level
Federal Acquisition Certification: Program/Project Management Level II Certification
Federal Acquisition Certification: Core Level II.

Physical Requirements: This position requires walking, carrying light supplies/work records, utilizing telephone/fax, computer, copier, and operating standard office equipment. Occasional travel for training or attendance at National meetings is required.
