Duties

Help

You will:

  • Develop technical and policy analyses, analytical tools, and documents to help external partners implement energy efficient policies and programs.
  • Provide analytical, technical, informational, and policy decision-making support to implement EPA’s partnership, non-regulatory, and regulatory programs.
  • Support states, local governments, and other organizations in the evaluation, design, and implementation of policies and programs to achieve environmental and energy goals.
  • Collaborate with a variety of stakeholders on analytical, program, and policy issues related to emissions and energy.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.  NOTE:  Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as analyzing technical and/or policy options on issues related to environmental programs and communicating associated findings/results through written reports; and collaborating with industry stakeholders on environmental programs.

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as developing technical and/or policy options on issues related to environmental programs and communicating associated findings/results through written and oral reports; evaluating the efficiency, cost-effectiveness, quality, and/or performance of climate protection technologies; and providing analytical and policy support to stakeholders in developing regulatory and/or non-regulatory environmental and/or public health goals.

Your application package will be used to evaluate your competencies in the following areas: 

  • Knowledge of technologies and strategies designed to protect the climate.
  • Ability to conduct analyses of energy or climate data.
  • Skill in collaborative problem solving.
  • Ability to evaluate quantitative and qualitative factors of policies and programs designed to protect the climate.
  • Ability to plan, organize, and direct teams.
  • Skill in written communication sufficient to prepare policy briefings.
  • Skill in oral communication sufficient to advise stakeholders on energy policies and programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in behavioral or social science, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed; OR four years of experience that demonstrate you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major, as listed.
