Help

As a facility financial expert, the incumbent shares full responsibility with the Chief, Fiscal Officer, providing technical advice and executing processes and making decisions on all matters relating to budget formulation, execution, and management. Performs analysis of workload and budget data to identify trends and irregularities and makes recommendations for improvement. Incumbent has overall responsibility of the Medical Center's Budget operations and in establishing budget policies and procedures. Also provides instruction to management officials during budget formulation and execution processes. Often performs special analysis projects, which will significantly affect the operation of the medical center and clinics. Major duties include but are not limited to:

  • Review policies and procedures and reports relating to financial performance data to provide management accurate tools and information.
  • Interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets.
  • Develop local policies for use by operating officials in preparation of budget estimates for individual services.
  • Supervise and oversee the effective implementation of new accounting and budget systems.
  • Design automated and hard-copy report formats for facility wide reporting.
  • Prepare working papers, spreadsheets, share-point sites for control and analysis by service chiefs and management using a variety of software applications such as Excel, Access, Word and Power Point.
  • Assist in the development, review, and execution of the financial plans for the operation of a medical center or other large multi-faceted corporate entity.
  • Establish financial and budgetary goals against which the relative costs and benefits of agency program achievements can be measured.
  • Develop and present operating budgets to department managers and executive leadership.
  • Communicate with a variety of individuals from varying backgrounds (medical center staff, volunteers, patients, visitors) in a courteous, tactful and respectful manner.
  • Render technical advice and assistance in the areas of budget, accounting, payroll, travel & revenue activity
  • Verbally present financial and technical findings to executive leadership in a clear and concise manner.
  • Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives.
  • Develop specific objectives and devise new methods, techniques and criteria in relation to acquiring information, analyzing data, modifying systems and developing solutions. Present findings.
  • Review and analyze automated financial and performance data to monitor for accuracy, trends, and process variation.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

In addition to meeting the time-in-grade requirement, applicants must meet the following specialized experience:

  • Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade of GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience gained working in a medical office/hospital setting directly supervising: leave approval, performance management, planning, and establishing service activities and a full range of supervisory function not limited to the above outlined; performs analytical and evaluative work are associated with waived service line and or program activities; prepares a variety of financial reports; validates data entered into a variety of basic and specialized accounts, funds, and/or appropriations; provides the advanced automation support efforts for software financial systems and Microsoft business applications; managing the formulation and execution of the budget for appropriations and programs; performs variance analyses monthly and quarterly and makes regular salary and FTEE projections; prepares and submits required budget reports; correlate and analyze large amounts of narrative and statistical material; accurately forecast and documents facilities need ensure compliance with organizational budget policies for annual and multi-year appropriations; monitor fund control budget execution and provide guidance on regulatory compliance. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
