These positions will be filled under the OPM Direct Hire Authority for Information Technology Management (INFOSEC), grades GS 9-15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.

  • Integrates IT security into project management practices and enforce these practices to ensure robust security and compliance.
  • Evaluates and enhances project performance metrics, track progress throughout the project lifecycle, and recommend corrective actions as necessary.
  • Prepare and present highly technical information including the results of research, studies, and proposals in a manner that enables understanding by non-IT recipients.
  • Analyzing programs and policies in Cybersecurity, Engineering, and Operations. Developing new procedures, processes, and guidance dealing with the applicability of cybersecurity models and impact on the of current and emerging technologies.
  • Provides advice and guidance, including interpretation, opinions, or decisions, regarding InfoSec and engineering programs or policies. Assisting in the development, implementation, and monitoring secure enterprise IT services, systems, and programs.

Qualifications

Basic Requirement:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:

GS-09:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Supporting the identification and remediation of IT Security vulnerabilities; and (b) Assisting on the basics of network security (e.g., encryption, firewalls, authentication).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Advising on the basics of network security (e.g., encryption, firewalls, authentication, honey pots, perimeter protection); (b)Assisting in the development or enforcement of information security policies and procedures; and (c) Applying IT concepts, principles, methods, and practices to computer systems.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Developing and implementing IT security policies and procedures to protect information systems; (b)Experience assisting in information technology (IT) configuration, installation, maintenance of network system components, such as servers, computer hardware and software, firewalls, hubs, switches, and/or routers; and (c)Performing security assessments and audits of IT systems in compliance with federal regulations.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a)Performing advanced risk assessments and recommending strategies to mitigate risks; (b) Managed complex IT projects, overseeing all phases from initiation to completion, ensuring adherence to budget, schedule, and quality standards; and (c) Development and enforcement of IT governance policies and procedures.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Demonstrate leadership in managing multiple, high-impact IT projects, with responsibility for strategic planning, resource allocation, and successful project delivery; (b) Develop comprehensive cybersecurity programs, ensuring compliance with relevant policies, standards, and regulations ; and (c) Conducting evaluations and presenting technical material to meet the needs of the organization.

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a)Demonstrating hands-on experience with a system accreditation process, to include risk assessments, security controls implementation, and ensuring compliance with relevant security standards; (b)Resolving complex issues to include troubleshooting unexpected problems, negotiating stakeholder agreements, and balancing competing interests; and (c)Managing staff performance to include addressing issues and discrepancies.

Education

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.

This position does not have a positive education requirement, therefore, transcripts are not required.
