  • Advise military/civilian personnel regarding the shipment and/or receipt of personal property.
  • Determine entitlements for shipments/storage for military personnel, their dependents, and/or civilian employees.
  • Coordinate shipments ensuring efficient and/or economical transport of personal property.

  • Manages inbound shipments ensuring compliance with regulations.

**THIS POSITION MAY BE FILLED AT THE GS-05 or GS-06 LEVEL**Management may select at any of the grade levels announced. If selected below the full performance level of the position, you may be non-competitively promoted to full performance grade, at management's discretion. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-05: One year of specialized experience which includes 1) Providing information on the shipment and receipt of property; 2) Tracking package shipments; and 3) Determining the most economical rates for shipment and/or storage of items. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Specialized Experience for the GS-06: One year of specialized experience which includes 1) Coordinating the shipment of personal property; 2) Updating transportation records using automated systems ensuring completeness; and, 3) Estimating additional costs for shipments that are excess weight and/or distance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Time in Grade Requirement for GS-05: Candidates may be advanced without time restriction to positions up to GS-05 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.

Time in Grade Requirement GS-06: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).


Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • The salary listed is based off the Rest of the United States (RUS) pay table. Pay will be set in accordance with the selected duty station's geographical location.
  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
  • This position is not eligible for regular and recurring telework. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". Situational telework is sometimes also referred to as episodic, intermittent, unscheduled, or adhoc telework. Situational telework is approved on a case-by-case basis, where the hours worked were not part of a previously approved, ongoing, and regular telework schedule.
  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 6 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
