Major Duties and Responsibilities:

The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.

Lead the IC's strategic analysis in the preparation, production, and coordination of National Intelligence Council (NIC) assessments-including National Intelligence Estimates, Intelligence Community Assessments, NIC Memoranda, and Sense of the Community Memoranda-on biological warfare (BW) and related issues.

Provide BW and proliferation subject matter expertise by crafting quick-turn, authoritative talking points and participating in preparation sessions for the DNI and senior ODNI leaders attending upcoming National Security Council meetings, Cabinet meetings, Oval sessions, liaison, and Congressional hearings.

Develop and sustain a diverse professional network with IC analysts, analytic managers, and collection managers on BW and related issues and convene interagency meetings to discuss these issues, as needed.

Represent analytic positions in liaison relationships with key foreign government officials, and other experts on WMD and proliferation issues.

Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders on BW and related issues.

Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of BW and related issues.

Identify intelligence gaps and collaborate with the relevant National Intelligence Managers on National Intelligence Priority Framework prioritization on WMD issues.

Adhere to NIC analytic tradecraft and production processes.

Monitor intelligence reporting and interagency analysis relevant to BW and related issues, and coordinate on relevant PDB and NIC products.

Present talking points and represent the IC's analytic position at sub-IPC and IPC meetings on BW and related issues.
Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products

Mandatory Requirements:

Superior ability to prepare finished intelligence assessments and other written products with emphasis on clear organization, concise and logical presentation.

Superior interpersonal, organizational, and leadership skills to conceptualize and effectively lead complex analytic projects with limited supervision.

Superior ability to prioritize and manage multiple short-term and longer-term tasks and projects and perform senior staff functions as required in a fast-paced work environment.

Expert knowledge of the IC's analytic and collection communities and missions regarding BW and related issues sufficient to identify collection requirements and gaps to inform collection agencies and National Intelligence Managers.

Superior communications skills, including the ability to communicate effectively with people at all levels of leadership and varying technical levels of knowledge of BW and related issues, to give oral presentations and to otherwise represent the NIC in interagency meetings.

Superior critical thinking and reasoning skills; expert ability to work with and represent the community when analytic views differ among agencies.

Superior ability to produce analytic finished intelligence related to the subject matter issue, either as lead analyst or manager of analysts, and broad knowledge of the role of intelligence analysis within the IC.

Creative problem-solving skills and superior ability to provide leadership in carrying out mission responsibilities.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
