Duties

Help
  • You will perform tasks in all areas of information security, with some duties coordinated with personnel, industrial, operations, and physical security.
  • You will coordinate with the Scientific and Technical Intelligence Liaison Office (STILO) to evaluate threats.
  • You will assist program offices with developing and reviewing security classification guides (SCGs) to address and protect information potential vulnerabilities to ships, submarines, and systems.
  • You will develop and implement digital tools to track SCG milestones to effectively manage the program.
  • You will implement, draft and monitor policies, instructions, procedures, controls, and methods for various security functions and activities.
  • You will lead, assess and implement the North Atlantic Treaty Organization (NATO) and Restricted Data (RD)/Formally Restricted Data (FRD) programs and ensure compliance of the subordinate units.
  • You will ensure training is accomplished and forms are appropriately endorsed and logged in the system of record for security clearances.
  • You will keep the INFOSEC Branch Head abreast of changes in higher level policies and procedures and provide problem solving options as required.
  • You will provide support to program offices requiring upgrade, downgrade, or declassification of NAVSEA technical information.
  • You will investigate security incidents, violations/infractions, and/or possible compromise by DoD activities and contractors, assessing the damage against national security and take action, as required.
  • You will ensure threats to security and possible compromises of classified information are investigated and reported accordingly.
  • You will recommend changes to policy, procedures, and elements of security-in-depth to address vulnerabilities creating security incidents.
  • You will provide assistance and guidance in the marking, handling, destruction and control of controlled unclassified information (CUI) and classified information.
  • You will perform program tasks required to support the NAVSEA Foreign Travel Program (FTP).
  • You will perform program tasks required to support the NAVSEA Operations Security (OPSEC) Program.
  • You will work with the NAVSEA Inspector General and Security Oversight Office (SEA 10G2) to oversee the compliance inspections of INFOSEC programs at NAVSEA headquarters and across the enterprise.
  • You will act as a project manager responsible for writing requirements, processing acquisition actions, and serving as a Contracting Officer Representative (COR) on Information Security related contracts.
  • You will assist in developing, maintaining, and coordinating all Security Education and Training Awareness requirements for command personnel and DoD contractors to ensure knowledge of mandatory NAVSEA security requirements.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of security administration principles to develop and implement procedures and standards for protecting material, personnel, or property from unauthorized disclosure, misuse, or loss.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-13, step 5, currently $136,658. If your current salary is above this amount, your salary may be matched.

This announcement uses the AcqDemo Business and Technical Management direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is covered by the Department of Defense Priority Placement Program.
