Help

  • Serves as the IC supervisor for monitoring daily Interagency activities, developing analysis of Interagency activities that may affect or influence N-NC missions, and responsible for the conduct of the ICC in support of N-NC command operations.
  • Plans, organizes, and directs the activities of N-NC IC, and N-NC interagency training, education and exercise programs.
  • Exercises supervisory personnel management responsibilities.
  • Plans, organizes, leads, facilitates and overseas the activities of the N-NC Joint lnteragency Coordination Group (JIACG).

  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position has been designated as Special Sensitive. The employee is required to obtain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment.
  • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends, or holidays and is subject to short or no notice recall to duty during exercises, crises, or contingencies.

  • This position is designated by the AF as a Test designated Position (TDP) under the AF Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • May be required to participate in non-traditional work schedules involving participation in round-the-clock operations, or otherwise work beyond or outside of traditional hours, or work of hours of duty. May be required to deploy to other COCOMs, Joint Task Forces or non-governmental organizations in support of natural or man-made disasters, or catastrophic events.
  • This is a key position IAW 32 CFR, Part 44 Appendix A and DoDD 12007. A key position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserves and CANNOT become a member of the Ready Reserves while assigned to this position.
  • IAW DoDI 3020-42, the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • YA002= Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include In-depth knowledge, senior level experience and skill in leading, facilitating, and managing significant number of personnel who must work together to establish processes and procedures for resolving a wide-range of emergency situations in a stressful environment that may be national or local in scope. Type of personnel range from Action Officer to Senior General Officer/Flag Officer levels, government GS13 to SES equivalent, come from a wide variety of interagency backgrounds, inside/outside DOD and the Federal, State, local or tribal governments, or nongovernmental organizations, and who all possess unique skill-sets and competing interests; Extensive knowledge and experience of the interagency emergency management processes and procedures, including Federal agency plans developed to support disaster response under the protocols of the National Response Framework (NRF) and National Incident Management System (NIMS). Director or chief level experience and skill-sets in developing, organizing, training, exercising, executing, and leading command post/battle cell/center type operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. In-depth knowledge, senior level experience and skill in leading, facilitating, and managing significant number of personnel who must work together to establish processes and procedures for resolving a wide-range of emergency situations in a stressful environment that may be national or local in scope. Type of personnel range from Action Officer to Senior General Officer/Flag Officer levels, government GS13 to SES equivalent, come from a wide variety of interagency backgrounds, inside/outside DOD and the Federal, State, local or tribal governments, or nongovernmental organizations, and who all possess unique skill-sets and competing interests; Extensive knowledge and experience of the interagency emergency management processes and procedures, including Federal agency plans developed to support disaster response under the protocols of the National Response Framework (NRF) and National Incident Management System (NIMS).
  2. Director or chief level experience and skill-sets in developing, organizing, training, exercising, executing, and leading command post/battle cell/center type operations; Knowledge and experience of Homeland Defense, Homeland Security, and Defense Support of Civilian Authorities missions, for exercises, contingencies, crisis and consequence management.
  3. Knowledge of the roles and organization of the Services and combatant, unified, and multi-national commands, and those Federal, State, local and tribal agencies who influence or affect N-NC planning, preparedness, and missions; Knowledge of civil/military law and doctrine; policies and procedures; DOD, Services and Joint organizational structures; national intelligence organizations; and State/Federal emergency organizations; as it pertains to N-NC missions.
  4. Expert management experience in supervising and working with multiple service component personnel, active or reserve
    status, including military personnel in a State Active Duty status, Title 32 status, and a Title 10 status; Knowledge, understanding, and practical experience with the design of large-scale, multiple-venue exercise, predicated on N-NC and National level Exercise (NLE) training objectives and goals.
  5. Knowledge, understanding, and practical experience with developing training programs, including training objectives and performance standards; Knowledge and understanding of military strategic and tactical concepts, principles, processes in all domains necessary to support N-NC missions, including land, air, maritime, and cyber domains; Knowledge and understanding of N-NC command operations and battle cell/center relationships, protocols, processes, and collaborative tools.
  6. Senior level experience and ability to analyze information, timely and relevant to N-NC missions, shape and present/brief succinct executive-level information to the N-NC Commander, GO/FO level component and subordinate commanders, and SES level heads of Federal agencies or departments; Senior level ability and skill-set to articulate both written and verbally, those details necessary to support the NNC Commander's ability to make informed decisions. Possess the ability, experience and in-depth knowledge, to identify agency issues relevant to the emergency at hand, anticipate Federal agency needs, provide potential courses of action to resolve, and be prepared to articulate specific details of Federal agency requests for assistance.

Education

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
