Summary

The employee will serve as the Social Science Program Specialist, National Care & Peer Support, National Care Coordination Division, Veteran's Crisis Line (VCL), Veteran's Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Help

Major duties include but are not limited to:

  • Planning and executing program evaluation and quality improvement (QI) projects involving clinical data in multiple fields of research for mental health and suicide prevention.
  • Providing VCL representation on national work groups.
  • Providing technical support related to VCL products and/or the implementation of VCL program initiatives.
  • Serving as liaison to other program offices, actively working with extremely large datasets.
  • Overseeing projects requiring a high degree of involvement and leadership.
  • Conducting all phases (design, development, and implementation) of program evaluation and QI projects across the VCL.
  • Advising and consulting on diverse clinical projects that involve program evaluation, QI, implementation, and research.
  • Serves as an expert advisor and consultant on matters involving mental health and suicide prevention and working with complex mental health (MH) datasets to support QI initiatives.
  • Ensuring the Director and National Care Coordination Leadership receive timely information necessary to support the VCL.
  • Developing strategic action plans, program management guidance, and technical assistance.
  • Leverages suicide prevention data to identify and address program deficiencies or to provide stakeholders, site-based clinicians, quality managers, administrators, and providers with a data-based justification for requesting additional suicide prevention resources.

Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs.
Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy.
Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement (IOR): The IOR is a basic requirement that must be met by every applicant in order to qualify for entry into this occupational series and is something that cannot be waived. To qualify for this occupational series, you must possess one of the following:

  • Successful completion of a four year degree from an accredited college or university. The degree must be in a behavioral or social science, or related disciplines appropriate to the position. OR
  • Combination of education and experience that provide applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
  • Four years of appropriate experience that demonstrate the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
If you meet the IOR above, you may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/4 of the following examples of specialized experience:
  • Extracting, analyzing, and utilizing large datasets from VA health information systems to prepare correspondence and to develop evidence-based proposals.
  • Working with the different roles, responsibilities, and motivations of various representative groups within the practice area, and communicating effectively with each to gather information, address problems, and coordinate services.
  • Navigating VHA organizational structure, mission, priorities, range of mental health services, and providing comprehensive support with available services necessary to accomplish the VCL mission.
  • Developing new or modifying existing work methods, data reporting systems, management processes, policies, and procedures, for administering VCL services, standards, and procedures; and in streamlining and synchronizing data collection and work processes for the execution of program operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and requires no special physical demands.
