The Administrative Office of the U.S. Courts (AO), Administrative Systems Office (ASO) is seeking a highly motivated, experienced Supervisory Information Technology Specialist to serve as the Division Chief of the Systems Execution Division.

The Systems Execution Division applies common IT disciplines across all ASO applications, including systems development, operations and maintenance, application support, infrastructure, and project management leverages AO standards in technology and technical architecture; uses and creates Judiciary-wide centers of excellence; and collaborates with organizations across the AO and the Judiciary.

The Systems Execution Division works closely with the Strategic Planning Division to accomplish the ASO mission. The Strategic Planning Division is responsible for strategic planning, product budget/cost formulation, acquisition/procurement management, quality assurance, and defining the services for three portfolios: Human Resources, Financial Management, and Facilities & Support Systems. This position reports directly to the Chief of the ASO.

The duties of this position include, but are not limited to:

  1. Overseeing the implementation and operation of administrative systems; and ensuring strategic plans are effectively executed by aligning cross-functional teams, monitoring progress, and driving necessary changes to achieve desired outcomes.
  2. Collaborating with senior leadership to translate the strategic vision into actionable plans and ensuring systems and services align with overall business goals.
  3. Leading the design, development, deployment, and operation of new and existing systems, including managing project timelines, budgets, and resource allocations.
  4. Developing and executing change management strategies to minimize disruption and maximize user adoption of systems and services.
  5. Identifying potential risks throughout the system development life cycle and developing contingency plans.
  6. Facilitating communication and coordination between different teams and stakeholders (IT, operations, service providers, users, etc.) to ensure seamless system integration and execution.
  7. Developing and tracking key performance indicators (KPIs) related to system performance and identifying areas for improvement.
  8. Analyzing system performance data to identify opportunities for optimization and process enhancements.
  9. Delivering engaging and informative presentations to audiences in a variety of settings.
  10. Developing and implementing a comprehensive strategy execution plan, conducting regular reviews and evaluations to assess the effectiveness of the strategy execution plan, and making necessary adjustments to ensure alignment with ASO's overall strategic objectives.
  11. Monitoring and tracking the progress of initiatives and providing regular updates to key stakeholders.
  12. Identifying and addressing roadblocks or challenges that may hinder the successful execution of initiatives; and providing guidance, support, and resources to teams involved in executing initiatives.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Overseeing the implementation and operation of systems, ensuring strategic plans are executed, and monitoring progress and changes to achieve results.
  • Leading the design, development, deployment, and operation of new and existing systems, including managing project timelines, budgets, and resource allocations.
  • Developing and implementing comprehensive strategic execution plans, conducting regular reviews and evaluations, and making adjustments.
  • Facilitating communications and coordination with teams and stakeholders to ensure seamless system integration and execution.

Applicants with the following certifications are highly desirable:
  • ITIL Foundations
  • Lean Six Sigma Green Belt
  • Project Management Professional (PMP)
