This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with the skills development and career advancement opportunities to meet identified business needs.

The following are the duties of this position at the full working level.

WHAT DOES A HUMAN RESOURCES SPECIALIST (HR DEVELOPMENT) DO?
As a Human Resources Specialist, you will serve as an onsite consultant and advisor in support of training program delivery in the IRS University (IRSU), Learner Event Support organization. In this role, you will be responsible for supporting delivery of onsite training and evaluating employee training to ensure individual and business needs are being met. As a Human Resources Specialist (HR Development) you will:

  • Collaborate and consult with management and program managers on planning, coordinating, and administering training programs and onsite classes.
  • Serve as a performance consultant to identify, evaluate, and recommend solutions to improve face-to-face training delivery and support business goals and mission priorities.
  • Provide advisory services to all levels of staff concerning basic program policies, regulatory requirements, and procedures.
  • Analyze and evaluate training programs and instructor performance and make recommendations to program managers to increase program quality and overall effectiveness.
  • Apply tools to evaluate training programs and analyze the feedback to improve training courses and face-to-face delivery.
  • Develop guidelines, instructional methods, training aids, and improved applications of educational technology for use by education specialist, instructors, managers/supervisors, and employees.


This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

GS-9 QUALIFICATIONS:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience working with basic human resources development (HRD), practices, laws, regulations, policies, and precedents to provide HRD management advisory, and technical services on non-controversial factual, procedural, and/or recurring issues relating to learning and employee development; Experience applying instructional design principles and the processes used in designing and delivering learning products to assist other specialists in developing routine training material; Experience in applying principles, practices and elementary techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Experience in applying basic analytical methods and diagnostic techniques to identify HRD and non-HRD interventions to address routine HR problems and issues; Experience using oral communication techniques to present findings and recommendations and experience applying written communication techniques to draft and/or prepare in final form project papers, and training material.

You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
You may qualify with an equivalent combination of qualifying experience and education.

GS-11 QUALIFICATIONS:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience working and applying a range of human resources development (HRD) practices, laws, regulations, policies, and precedents to provide HRD management advisory and technical services on non-controversial factual, procedural, and/or recurring issues to learning and employee development; experience applying principles, practices and techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Experience using knowledge of instructional design principles and the processes used in designing and delivering standard learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Experience applying analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve problems of limited scope; Experience using oral communication techniques to present findings and recommendations and experience using written communication techniques to prepare project papers, and training material.

You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
You may qualify with an equivalent combination of qualifying experience and education

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

  • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

  • Tour of Duty: Monday - Friday (Day Shift 7:30am-4:00pm. (Can be negotiated). Telework may be available.
  • TOD may be adjusted occasionally to accommodate workload needs and may include
    periodic coverage of late shifts.
  • Alternative work schedule, staggered work hours, or limited ad hoc telework may be available.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
