This position(s) can be filled at any duty location within the geographic area specified in the announcement. The incumbent will be expected to report to a specific GSA duty location two or more days a pay period depending upon the terms of the agency’s telework policy.

  • Under the administrative direction of the supervisor and with a wide latitude of independent judgment, represents the FAS in all matters relating to the provisions of business opportunities and best value solutions to support defense, civilian, state, local, tribal and territories governments and other industry stakeholders.

  • Builds strategic relationships with Civilian and/or DOD customer agencies, as well as industry partners, in understanding their specific business requirements to advise how GSA acquisition vehicles, eTools, and solutions can meet their needs.

  • Conducts research and analyzes it to identify what levels of support and products/services are required to ensure FAS programs solutions meet customer needs.  

  • Supporting the growth of the acquisition center where applicable through data analysis, vendor/ customer support, research and internal/ external training.
  • Identifies areas where FAS can provide essential contracting solutions by providing procurement data and data analysis as well as encouraging the use of GSA resources. Provides acquisition advice and guidance, in close concert with a contracting officer and program support personnel, to the military, civilian, state, local, tribal and territories governments and other industry stakeholders.

  • Coordinates and/or assists in finalizing customer statements of work, performance work statements, statements of objectives, and other procurement documents.

  • This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to reside within the geographic area listed on this announcement within 45 days. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis.

The GS-13 salary range starts at $104,861.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Washington DC: $117,962.00

Norfolk, VA: $104,861 

Guam: $103,409 (The U.S. Government pays cost-of-living allowances (COLAs) to white-collar civilian Federal employees in Alaska, Hawaii, Guam and the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands.)

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized Experience:

Specialized experience is advising and consulting with customers on the procurement of multiple services and products in order to meet their organizational and business needs. This experience must include educating and advising customers on a variety of acquisition and procurement vehicles; planning and executing established customer support goals; establishing and maintaining customer relationships; preparing and conducting customer briefings, seminars, and site visits; and independently analyzing customer budget, spend data, and market trends in order to develop acquisition strategies and provide recommendations.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-12 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. 

SELECTIVE PLACEMENT FACTOR (SPF): In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: Must posses a valid U.S. Driver's License.

  • Knowledge of business and industry practices, characteristics, and uses of products and services, including the dissemination of information and the establishment and maintenance of business relationships with federal civilian and military agencies to provide advisory/consultant services. 
  • Consulting principles, practices, and methods necessary to plan, organize, implement, promote, and assess the effectiveness of FAS programs to client agencies. 
  • Knowledge of markets and trends in order to develop strategies and plans in the area of FAS customer relations.

  • Knowledge of sales/marketing principles, practices and methods necessary to plan, organize, implement, promote and assess the effectiveness of FAS programs to customer agencies. 

  • Knowledge of federal procurement principles and procedures and of different types of contracts. Knowledge of acquisition/procurement regulations, acquisition terminology, acquisition planning and contract administration procedures and practices; agency regulations, and the missions/functions of other federal agencies.

  • Skill in consulting with a diverse federal customer base, assessing their business needs, and recommending government products and services. 

  • Skill in analyzing, preparing, and presenting specific information about FAS to customer agencies, in writing.

  • Skill in developing and fostering business relationships with a diverse range of customers and agency representatives in federal and non-federal positions in order to serve as the point of contact with military and civilian agencies. 

  • Skill in interpersonal communication to interface with top level officials at GSA, Federal agencies, and private industry.

  • Ability to establish and maintain effective working relationships with a diverse group of individuals, including skill in negotiating issues to influence others to act.
