Duties

Help

  • Performs the full spectrum of the financial assistance (FA) application and awards processes; FA management and monitoring; audit resolution; and coordination and collaboration.
  • Analyzes the effectiveness of FA programs and projects, identifies problem areas and/or issues, and provides recommendations to improve FA management operations and overall service delivery to AQD's client base.
  • Provides FA training, technical assistance, oversight, and ethics advice, expertise, and consultation to program officials, awardees, and recipients.
  • Ensures FA actions are in compliance with established administrative and financial policies, procedures, and sound business practices.
  • Performs the full range of extensive negotiation requirements for complex FA and actions, and represents the Agency during negotiation and grants review meetings.
  • Demonstrates flexibility and adaptability to change based on fluctuations in workload and/or customer assignments.

Physical worksite location(s): Washington, D.C., Herndon, VA. Lakewood, CO, and Sacramento, CA
  • Applicants who live within the local commuting area of the duty locations listed above (50-miles or less from the worksite) are required to perform work onsite and may be eligible for telework in accordance with agency policy.
  • Applicants who live outside the local commuting area (51-miles or more from the worksite) may be eligible for a long-distance remote work agreement.

Qualifications

At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: administering a grants portfolio and signing off on standard grants mechanisms; monitoring grantees' continuing operations to ensure compliance with terms and conditions of the grant award; negotiating, preparing, and administering grants and agreements; generates comprehensive financial and budget reports and conducts budget development, analysis, and adjustments based on requirements; providing fiscal and administrative review of grant applications; participating in the negotiating, awarding and obligating of grant funds; demonstrating ability to work in a customer-focused environment, to include adapting to change based on shifts in workload and/or customer requirements.

At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to:performing the full spectrum of the financial assistance (FA) application and awards processes to include FA administration, management, and oversight, audit resolution; developing, coordinating, analyzing, and modifying budget(s); coordinating, collaborating, and negotiating grants/cooperative agreements; providing technical advice and/or training to staff members, customers, and industry representatives on complex and diversified matters related to Federal grants and cooperative agreements; ensuring compliance with governing policies and directives in an efficient manner; analyzing FA programs and projects through the use of qualitative and quantitative methods; and serving as an expert in grants monitoring and management control techniques to monitor financial conditions in closing grants and resolving problems; demonstrating ability to work in a customer-focused environment, to include adapting to change based on shifts in workload and/or customer requirements.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
