Duties

Help
  • You will examine documents for accuracy, adequacy of documentation and compliance with regulations for materials and services provided to or by the government.
  • You will maintain and reconcile accounts and accounting data.
  • You will prepare and download various daily, weekly, and monthly financial reports, email daily status reports, analyze weekly commitment and monthly reconciliation reports, and work with personnel to reconcile obligations and payments.
  • You will use and need to have knowledge of systems such as N-ERP, PIEE, DCAS, Defense Travel System.
  • You will receive calls and inquiries, use critical thinking, and respond to inquiries from internal and external personnel regarding financial transactions.

  • This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-11
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Audits acquisition records regularly as an internal control to ensure that all new equipment is being reported and tracked appropriately; 2) Handles financial liability investigations of property loss; 3) Ensures that documentation is completed in the appropriate timeframe and that issues of waste, fraud or abuse are elevated immediately; 4) Completes monthly reporting that outlines inventory status updates, along with discrepancies and resolution status for submission to NETC Command Property Office (CPO).

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Oversees entire USNA accountable property community by assisting, training, correcting and communicating with property custodians for the complete and accurate processing GE; 2) Establishes and maintains the organization's accountable property and financial records for all GE, regardless of whether or not the property is in the immediate control and / or possession of the command; 3) Develops physical inventory plans, detailing the approach for ensuring 100 percent of all GE is physically sighted and inventoried per instruction; 4) Maintains monthly report records for audit purposes.

Education


In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS 11
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related

GS 9
master's or equivalent graduate degree

or

2 full years of progressively higher-level graduate education leading to such a degree

or

LL.B. or J.D., if related.
