Summary

This position is located with the FWS, Headquarters, Assistant Director, National Wildlife Refuge System, Branch of Fire Management located at the National Interagency Fire Center (NIFC). The duty location may be in Boise, ID or may be location negotiable at the time of selection, but it MUST be within the local commuting area of a DOI Facility. DOI Facility negotiable upon selection.

Duties

Help
  • Advises leadership and staff at the national, regional, and field level on fire management policy and implementation strategies to ensure that intent is clearly articulated and subsequently met.
  • Assists in the formulation of annual program budgets, national accomplishment narratives, review, and recommendation of programmatic proposals, supplemental and record keeping of overall program budget.
  • Analyzes and assesses existing Departmental and Bureau policy and procedures to evaluate overall effectiveness in meeting Bureau objectives.
  • Serves as a wildland fire management program expert and technical advisor to unit, tribal, state, regional or national office managers.
  • Serves as a senior technical expert and provides high level technical guidance on wildland fire and aviation management activities
  • Serves as subject matter expert on fire management program reviews to inspect, evaluate, and ensure compliance with policies, objectives, standards, and overall effectiveness of operations
  • Serves on agency and interagency teams

Qualifications

Specialized Experience:

In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:

  • Experience working in systems to analyze fire data (such as INFORM, IFPRS, NFPORS, AGOL or FMIS) and input data and provide reports to supervisor.
  • Experience working on a short turn around to provide data for briefings to senior executive staff.
  • Leading teams to accomplish program goals and objectives.
  • Experience instructing data related course work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Firefighter Special Retirement (Secondary Coverage):This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
