Duties

Help
  • The incumbent of this position serves as an IT acquisition expert in support of J6 Chief Information Officer which includes the acquisition of software, hardware, and services to support the DLA enterprise.
  • Coordinates and validates customer requirements.
  • Assists in the preparation, review, and validation of acquisition packages for completeness and accuracy before forwarding packages to the Contracting Office.
  • Performs as a Contracting Officers Representative (COR), which entails executing the responsibilities associated with contacts (documentation, recordkeeping, etc.).
  • Processes electronic and manual invoices using systems such as the Enterprise Business System (EBS) and Wide Area Work Flow (WAWF).
  • Develops policies and procedures, plus training/reference materials to standardize the acquisition and management processes.
  • Participates in process improvement efforts in IT product and service acquisition standardization, contract oversight, and management.
  • Establishes and maintains liaison with customers, contractors, and contracting specialists to interpret contractual obligations and to resolve issues before they become problems.

Qualifications

To qualify for a Management and Program Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Applying project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Assists in the review and validation of requirements for completeness and accuracy to ensure documentation is in compliance with regulations, policies, procedures and contracting law before forwarding acquisition documentation to the Contracting Office.
  • Experience with developing policies and procedures, plus training/reference materials to standardize the acquisition and management processes.
  • Monitors contract compliance with IT contracts terms, conditions and specifications.
