Duties

Help

This position is located in the United States Property and Fiscal Office (USPFO). Its purpose is to serve as the Chief of the division and to plan, organize, direct, develop, monitor, control, analyze and coordinate the installation logistics services support operations of five supply activities: Property Management Branch, Material Management Branch, Installation Transportation Branch, Storage and Distribution Branch and Central Issue Facility Branch Ammunition Supply Point operations, SARSS operations, and Cannibalization Point operations, in order to provide installation level supply support to ARNG units and activities within the state

  • Plans, organizes, and oversees the activities of the USPFO Logistics Division. Develops goals and objectives that integrate organization and (insert functional area) objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher level managers. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates. Ensures documentation prepared to support actions is proper and complete. Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees. Encourages self-development.
  • Demonstrates mastery of general supply program management by applying new concepts and developments to supply problems that may depart from established practices. Plans for significantly new and far reaching logistics program requirements such as new equipment fielding, mobilization, de-mobilization, new logistics Standard Army Management Information Systems (STAMIS), and Home Land Defense/Defense Support to Civil Authorities (HLD/DSCA).
  • Advises the USP&FO and Command Staff on installation logistics, transportation, and supply readiness status of units. Identifies, evaluates, and makes recommendations for required support available, concerning overall plans and proposals for current and future operations. Plans, recommends, develops and issues approved policies affecting logistics support and operations. Resolves policy issues at NGB and the State level of the organization where the complexity is such where other employees have been unable to develop solutions. Collects and consolidates data for areas in which operations are contemplated.
  • Attends conferences, workshops and meetings on matters of policy and procedures. Provides information on policy and operations as required. Renders expert guidance to commands and activities on supply and services. Visits or directs visits to commands and activities to ensure adequate installation logistics support is rendered.
  • Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.

SPECIALIZED EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Relocation Incentive: An authorized management official approves a relocation incentives paid in accordance with this volume to a current federal employee who must relocate, without a break in service, to accept a position in a different geographic area (as defined in Section 575.205(b) of Title 5, CFR) that is likely to be difficult to fill. Employee must establish a new residence in the new geographical area and maintain residency for the duration of service agreement. Employee must have a current and "Fully Successful" performance appraisal immediately prior to the move.
