Duties

Help
  • You will be responsible for the evaluation of worldwide DON facilities physical and technical security posture which consists of visual, electronic, and physical examination of surveyed areas.
  • You will plan, organize and conduct on-site Technical Surveillance Countermeasure (TSCM) investigations at DON facilities/ infrastructures, identify hazardous conditions, and security weakness.
  • You will determine and recommend countermeasures to reduce hostile intelligence, terroist, and criminal threats.
  • You will research and analyze intelligence information to identify potential technical surveillance devices in espionage operations directed against DON installations, both U.S. and abroad.
  • You will conduct TSCM investigations to spaces in which classified information is discussed, maintained and/ or processed, including sensitive compartmented information facilities (SCIFs).
  • You will conduct TSCM investigations, evaluations, inspections of facility information technology and communication architectures including wireless and wired networks, routers, telephone/ cable lines, satellites/ antennas, etc.
  • You will research and test a variety of available technical surveillance equipment to identify possible use by hostile intelligence, terrorist, and criminal threats.

  • Must be able to obtain and maintain a TOP Secret Security Clearance.
  • This position has been identified as a Testing Designated Position (TDP). The incumbent must submit to and pass a drug test prior to appointment, and is subject to random drug testing thereafter.
  • Must be able to obtain and maintain a TOP SECRET security based upon a Single Scope Background Investigation and be eligible for access to Sensitive Compartmented Information (SCI).

Qualifications

GS12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience utilizing Technical Surveillance Countermeasure (TSCM) investigative techniques to select and use the proper technical equipment and operational techniques for investigative applications and operations;
  • Experience installing and operating technical and counter-surveillance equipment; -Experience working with voice and data networks as they relate to telecommunications and internetworking systems;
  • Experience reading and understanding electronic schematics;
  • Experience working with a variety of typical physical security locks and locking systems, as well as knowledge of basic lock picking, lock bypass techniques and associated theory;
  • Experience utilizing electronic equipment in areas used for criminal investigative purposes


GS13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience planning, organizing, and conducting on-site Technical Surveillance Countermeasure (TSCM) investigations relating to facilities/ infrastructures to ensure they are devoid of technical surveillance devices;
  • Experience identifying and investigating hazardous conditions that could facilitate technical surveillance and technical and physical TSCM weaknesses;
  • Experience operating telephone network connectivity and equipment in the fields of both analog and digital telephony;
  • Experience applying IT concepts and working with systems to include computers, network components, peripheral equipment, software, firmware, services and related IT technology areas in order to identify and investigate facility IT architectures;
  • Experience utilizing inspection techniques to ensure TSCM compliance, identify and investigate TSCM violations, adequacy, and effectiveness of security programs; and utilizing radio frequency (RF) equipment such as RF transmitters, receivers, and antennas;
