Duties

Help
  • Develops and promotes farming and ranching programs for Tribal trust and fee lands and leading related evaluation programs with organizations both within and outside the Department.
  • Serves as the Program’s focal point on complex, controversial, and evolving farming and ranching issues associated with creating opportunities for Tribal trust and fee landholders to access USDA farm production and conservation programs.
  • Serves as the Program’s and Agency’s liaison with Bureau of Indian Affairs (BIA) on broad Indian land tenure issues particularly as they relate to BIA authorities over Tribal trust lands.
  • Designs and implements a plan for all aspects of the Memorandum of Understanding between the USDA and DOI regarding planning and implementing USDA programs on Indian lands.
  • Advises Agency management (including BIA) on the totality of issues involving Indian agriculture as they relate to the policies, requirements, and overall expectations of USDA.
  • Serves as a liaison between USDA and Tribal officials on the full range of Indian land tenure issues, and advises Tribes and Tribal producers on how to access USDA programs and services.
  • Participates in high level staff and other meetings across the Department and with Tribal nations and producers, as requested by FSA and OTR Leadership.
  • Analyzes land and leasing topics specific to Tribal trust and fee lands, with a focus on opportunities and challenges for Tribal participation in USDA agricultural and conservation programs.
  • Analyzes, evaluates, monitors, and comments on issues affecting and impacting USDA programs serving the constituency and recommends changes or improvements and the best methods for achieving success.
  • Studies trends in nationwide Indian land tenure policies and activities.
  • Conducts special projects and/or broad and difficult studies such as in-depth research on tribes or tribal regions and office initiatives.
  • Identifies communication and outreach strategies to ensure maximum exposure and positive reception of USDA farm production and conservation programs for Indian country.
  • Serves as the USDA focal point with BIA in the management of agriculture and rangeland regulations and other activities aimed at supporting rule development, including education and outreach, compliance, and research.
  • Conducts site visits to Tribal farms, ranches and food processing venues to identify opportunities and challenges in furthering farming and ranching on Tribal lands.

Minimum Qualification Requirements: Applicants must meet the specialized experience shown below. Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For the GS-13 level: Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-12 level) which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience working with Tribal organizations and/or Tribal Nations to represent their perspectives, cultural relevance, and Native American perspectives with regard to with policies, programs, and services; performing policy analysis and reviews to identify unusual issues and problems impacting the long-range implementation and administration of land tenure programs impacting Indian Country farming, ranching, and food production; analyzing proposed policies and regulations that have the potential to impact how programs are implemented by Tribal Nations and organizations in order to formulate recommendations to allow for a more effective and positive impact.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Salary Information: This position is remote Total salary (to include locality pay) will be dependent upon the location the selectee. Please see OPM's 2024 General Schedule (GS) Pay Tables for specific location and total salary information.
