As a EDUCATION PROGRAM SPECIALIST you will be responsible for the following duties:

- As a technical authority on accreditation of education and project management, the incumbent provides advice and recommendations regarding academic processes, effective instruction techniques, learner pathways, current trends etc. for adult education, to NCCA's Division/Branch Chief and Senior Polygraph Examiners responsible for the programs.
- Evaluating faculty: Ensuring the quality of classroom instruction by evaluating both full-time and part-time faculty.
- The incumbent advises the NCCA Director, Division/Branch Chiefs, and Senior Polygraph Examiners on policy and other issues related to academic processes/compliance, classroom engagement, instructor effectiveness, accreditation standards, and evaluations.
- The incumbent is responsible for program management; long-term planning; establishing goals, procedures and requirements in support of NCCA's programs and its academic functions.
- The incumbent provides guidance and recommendations for organizational academic activities and education administrative functions in support of NCCA's organizational partners representing approximately 30 federal government agencies across the federal government from DOD, IC, DOJ, DHS, etc.
- Performs other duties as assigned.

Qualifications

BASIC EDUCATION REQUIREMENTS: The Educational Program Specialist (Associate Dean), 1701 occupation has specific educational requirements which apply to all positions. From the options below, select the one response which describes your educational background. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.

A. Degree: Ph.D., equivalent doctoral degree, or an Educational Specialist (EdS) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualification and perform the duties of the position.

B. Degree: Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled with 3 academic years of progressively higher-level graduate education, in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position

C. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: In-depth knowledge of current and evolving methods and techniques of educational learning theories; Advanced skill in the planning, analysis, design, development, implementation, and evaluation of training programs using a wide range of instructional methods, materials, and techniques; Experience leading faculty and staff in a formal educational environment, e.g., as a professor, department head, associate dean, education administrator, director, etc.

Specifically you will be evaluated on the following competencies:

  1. Decision making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  2. Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.
  3. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  4. Teaching Others - Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.
  5. Vision - Understands where the organization is headed and how to make a contribution; takes a long term view and recognizes opportunities to help the organization accomplish its objectives or move toward the vision.
