Help

As a SUPERVISORY PROGRAM SPECIALIST (PROJECT MANAGER) you will be responsible for the following duties:

  • Works with senior staff members, action officers, managers, team leaders, and operating officials to ensure proper response to NCCA actions and to resolve or mitigate both short and long term issues.
  • Monitor execution of contractors and documentation of contracts awarded in support of NCCA functions, reports inconsistencies and provides recommendations.
  • Conducts formal and informal discussions with personnel at all levels connected with or affected by NCCA activities and programs, including top officials representing DCSA, DoD MilDeps, Fourth Estate and other Executive Branch Agencies and industry.
  • Representing NCCA on various panels, boards and working groups to ensure NCCA interests are properly represented.
  • Ensure all NCCA staff actions are effectively processed, coordinated, and tracked throughout the agency.
  • Coordinates and executes various professional and educational certification requirements for NCCA, including certification by the Council on Occupational Education.
  • Coordinates, tracks and executes NCCA budgetary activities; ensures that NCCA is represented on budgetary discussions within NCCA and the DoD community.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in execution and maintenance for certification of a Department of Defense agency by Council on Occupational Education; Experience in assesses resources and funds expenditures, providing recommendations in the preparation and submitting budget forecasts, authorizing training and travel expenditures, identifying where funds can be allocated from one priority to another; experience in providing guidance, mentoring, and direction to various levels of staff in support of operational and academic elements; experience in the monitoring of execution of U.S. Government contractors and documentation of contracts awarded in support of agency functions.

Specifically you will be evaluated on the following competencies:

  1. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  2. Budget Formulation, Justification and Presentation - Manage budget requirements by forecasting, developing and justifying budgets in compliance with statutory/regulatory guidance.
  3. Writing-Recognizes or uses correct English grammar, punctuation, and spelling; communicates information in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
  4. Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  5. Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
