This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a INFORMATION TECHNOLOGY SPECIALIST (SYSANALYSIS) at the GS-2210-12 some of your typical work assignments may include:

  • Performs data and data store activities including but not limited to application-level database design and development, data analysis, data reporting, and data corrections working with industry standard database management systems including but not limited to Oracle, Sybase, SQL Server, and NoSQL technologies.
    - Writes and debugs complex SQL, develops data-based reports, works with data files, identifies data trends and data corrections, and other data-related tasks supporting relational and non-relational databases.
    - Analyzes, develops, and documents application-level data requirements, use cases, process flows, and traceability matrices at a functional and technical level.
    - Performs oversight of application data interactions and dependencies, including data replication, performance analysis, recommendations for improvements and efficiencies, source code review, testing, deployment support, script and jobs monitoring across multiple technology platforms including but not limited to cloud, mobile, web, database, and native application platforms.
    - Participates in logical database design and modeling, physical database design, table space sizing and partitioning, replication, data and database migration, and performance tuning using Structured Query Language (SQL), Data Definition Language (DDL), and Data Manipulation Language (DML) statements across all database platforms and technologies.
    - Interacts with internal and external customers, and works across internal and cross directorate teams and personnel. Participates in developing project plans, and provides functional and/or technical guidance to team members. Responsible for preparing and briefing oral and written communications to various audiences within the organization. Proficient in utilizing problem solving, prioritization, and reasoning skills when faced with technical, functional, and organizational challenges.
    This position may include information assurance (IA) work as an embedded duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

You may qualify at the GS GS-12 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:

  • Experience in database design and development, data analysis, data reporting, and data corrections working with industry standard database management systems including but not limited to Oracle, Sybase, SQL Server, and NoSQL technologies.
  • Experience in designing and modeling logical databases, designing physical databases, table space sizing and partitioning, replication, data and database migration, and performance tuning using Structured Query Language (SQL), Data Definition Language (DDL), and Data Manipulation Language (DML) statements.
  • Ability to oversee data replication, performance analysis, recommendations for improvements and efficiencies, source code review, testing, deployment support, script and jobs monitoring across multiple technology platforms.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
