Help

As a BUDGET ANALYST you will be responsible for the following duties:

  • This position is located in Security Training (ST), Defense Counterintelligence and Security Agency (DCSA). The Security Training centers provide security products and services to ensure maximal human performance in credibility assessment, industrial security, information security, insider threat, personnel security, physical security and special access program missions through training, education, quality assurance and research.
  • The purpose of this position is to perform a variety of duties involved in general financial management and budget execution within Security Training.
  • The incumbent performs the follow duties, but are not limited to:
  • Performs various budget functions involving the formulation, justification, and execution of budgets, programs and projects.
  • Consolidates STs requirements into a unified position for presentation to management. Determining and recommending alternatives for realignment of resources to fund cost increases, expand program efforts, support program changes, and anticipate and respond to shifting fiscal priorities. Identifies tradeoffs for recommended actions.
  • Provides advice, assistance, direction, policy guidance, and technical analysis for assigned programs and perform all financial resource management functions that relate to the execution phase of those programs.
  • Reviews financial data applicable to operations of assigned programs to determine current and anticipated financial conditions and to alert program managers in instances where funding and financial planning objectives need revision or modification.
  • Serves as the primary focal point for fiscal policy issues/interpretations involving general fund appropriations and working capital fund.
  • Utilizes financial management and accounting systems to track financial management actions such as obligations, reprogramming, allocations, expenditures, etc.
  • Retrieves financial and accounting information and formulates written presentations to report on conditions as requested.
  • Performs other duties as assigned.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Experience with various budget functions involving the formulation, justification, and execution of budgets, programs and projects to include the follow: Experience with budgetary formulation principles as well as knowledge of how these principles integrate within an organization to include reporting tools and analytical methodologies: Experience with the characteristics and parameters of general fund appropriations and/or working capital funds: Experience with existing laws, regulations, policies and practices used to solve financial management issues and determine and/or recommended courses of action: Experience with budget execution involving the ability to manage budget requirements by allocating, monitoring and analyzing budgets in compliance with DoD and other statutory/regulatory guidance: Experience with financial management systems. Must be able to utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.

Specifically you will be evaluated on the following competencies:

  1. Performance Management- Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
  2. Financial Management Systems- Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
  3. Financial Management- Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  4. Decision Support- Conduct financial, economic and/or accounting analysis in order to make informed decisions, and/or provide information to decision-makers, to better utilize resources and improve mission effectiveness.
  5. Concepts, Policies and Principles of Budget- Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
