The Deputy Controller serves as the Controller's alter ego and oversees GAO's financial management, budgeting, acquisition management & policy, and internal audit & controls.
You must be someone that currently holds or has held a position in the federal civil service. The federal civil service is defined as positions in the executive, judicial, and legislative branches; it does not include positions in the uniformed services.
Directs the work of FMBO; accountable for the success of the team/unit's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; makes adjustments in objectives, work plans, schedules, and commitment of resources.
Evaluates and provides input on the performance of employees; makes decisions on people-related matters such as selections, promotions, awards, and training; supports GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action.
Oversees and provides executive direction to programs in FMBO's portfolio. These programs include: financial management, budgeting, and resource allocation; acquisition management and policy; internal audit and controls; financial planning and forecasting; and financial policy development and compliance.
Manages and directs FMBO's portfolio to ensure consistency of operations.
Recommends courses of action to the Controller and has full responsibility and authority to determine policies, plans, goals, organization, and courses of action.
Represents FMBO in discussions with GAO senior leaders, policy-making conferences, work groups, government agencies, and professional organizations.
Supervises and directs Directors in FMBO to ensure day-to-day operations are carried out efficiently and effectively.
In support of the Controller, serves, as the focal point through which all programs and projects/ actions of the office receive effective central coordination and review. Decisions made include resources to be expended, the timing of major events, priority of projects and plans, and projects that should be initiated, dropped, or postponed.
Oversees FMBO's long-range planning to ensure resources are used effectively and efficiently.
In collaboration with the Controller, evaluates FMBO's Momentum financial management system (LBFMS) and operation to ensure it meets legislative, regulatory, policy, and industry requirements.
You must be registered with the Selective Service, as applicable.
You will be required to complete a background investigation.
You must be able to obtain and maintain a Secret clearance.
You will serve at the Comptroller General's pleasure.
Qualifications
You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement.
If you are a federal employee, the level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions.
Technical qualifications
The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
The technical qualifications for this position are:
Experience with federal financial management to oversee and review Governmentwide Treasury Account Symbol (GTAS) submissions to Treasury; and preparing an agency's annual financial statements to ensure they can pass an independent, external financial audit.
Knowledge of OMB Circular A-11 to prepare an agency's budget request; and experience in executing an agency's budget.
Experience with the Standards for Internal Control in the Federal Government (the "Green Book") to ensure an agency's internal control program minimizes risk to the agency.
Experience with federal procurement operations to oversee and ensure an agency's procurement activities comply with procurement regulations.
