This position is located in the Office of the Secretary, Executive Secretary Staff (S/ES-S). Duties

Help
  • Reviews work products developed, analytical findings, actions taken, and decisions made to ensure compatibility and consistency in the interpretation, judgment, logic, and application of laws, policies, and precedents by Division employees.
  • Directs full range of analytical and evaluative work in the Branch that includes analysis and evaluation of initial processing of Freedom of Information (FOIA) and Privacy Act (PA) requests from the public.
  • Works closely with Division Chief in recommending budget, manpower, equipment, facilities, and systems support requirements deemed necessary for the successful accomplishment of Branch functions and activities.
  • Oversees staff evaluation of outputs that include paper flow, consultations and attribute measures, as well as the evaluation of timeliness, accuracy, program efficiency and effectiveness.
  • Performs extensive Division and Branch coordination functions with the Office of the Legal Advisor, A/GIS/IPS, other DOS Bureaus and other Federal agencies related to the perfecting and processing of FOIA and PA requests.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience managing and planning the work accomplished by a team; 
  • Experience coordinating efforts with officials in other Federal agencies to develop policies and processes for the improvement of information and access services provided to FOIA and PA requesters; 
  • Experience providing advice and guidance to staff and the public regarding the Freedom of Information Act (FOIA) and Privacy Act; AND
  • Experience identifying and establishing best practices related to the management of the privacy and security of sensitive files, records and information. 

There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
