  • The incumbent provides strategic technical direction for major VA IT programs to include synchronizing the efforts and input of internal and external technical experts and stakeholders.
  • The incumbent assesses and provides strategic technical direction across VA on IT personnel, budget, infrastructure,
    policy enforcement, and cybersecurity and/or other resource requirements.
  • Provides oversight to ensure program/project work is aligned to federal regulations and the direction and priorities of the
    Assistant Secretary/CIO and the Secretary as well as the strategic view developed by the CIO.
  • Responsible for program/project resources, allocation plans, budget forecasts, initiatives, and policies.
  • Ensures CIO goals, objectives, activities, and task are being met as intended and within the bounds of the established schedule.
  • Acts on behalf of the PDAS within the VA IT Governance Board and ensures emerging issues are added to the board/council/committee agendas as appropriate and are resolved through to decisive conclusion.
  • The incumbent serves as the key technical advisor in the planning, implementation, evaluation, and communications regarding major IT programs across the Department of Veterans Affairs.
  • The incumbent serves as a key official within OIT, synchronizing technical experts of subordinate pillars to bring together infrastructure and software development experts, budgetary plans, and security professionals to complete cross-cutting projects intended to further the Department's key initiatives and modernization efforts in accordance with the Secretary's priorities.
  • Develops and documents internal technical processes and administrative controls that assure technical obligations and costs are in compliance with laws.
  • Drives initiatives and collaborating across all organizations to develop efficient processes, tools, and procedures, achieves standardized processes and tools to improve practices to achieve greater efficiencies.
  • Coordinates Department-wide IT initiatives and policies involving technical requirements, identifies areas of efficiency, and implementing initiatives enterprise-wide.
  • Provides technical guidance and collaborating with functional technical representatives of key agencies to facilitate cross-organization collaboration to devise changes in nonconforming system features towards resolution of all technical issues related to major agency IT initiatives.
  • Provides coordination, collaboration, synergy, standardization, and technical oversight for all IT Initiatives and Projects exercising full authority and responsibility for formulating and determining or influencing VA and/or OIT policies.
  • Evaluates the effectiveness of regulatory programs and programs that produce national policy in response to statutory mandates and legal challenges through the application of intensive/expert and diversified knowledge of advanced theories and concepts.
  • Conducts, participates in, and provides expert technical advice on all phases, short, mid, and long-range planning of organizational and management matters, including strategic requirements analysis, future technologies and strategic planning and development, organizational redesign, and program impacts associated with legislative and regulatory changes and management requirements.
  • Manages the enterprise-wide and/or interagency implementation of new approaches for technical activities.
  • Provides guidance on IT assessments, strategic planning, processes analysis and improvement, and Federal policies and initiatives with cross cutting projects influencing VA and other Federal agencies as well.
  • Develops and implements broad policies and procedures to optimize resources and ensure quality products and services.
  • Exercises full authority and responsibility for formulating, determining or influencing IT policies.
This position is Non-Bargaining Unit.

Work Schedule: Full-time Monday-Friday, 8am-4:40pm (hours negotiable at manager's discretion).
Compressed/Flexible: Compressed/flexible schedule available at the manager's discretion
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience advising senior management on planning and analysis, policy development, organizational stewardship, regulatory compliance, and Federal budgeting. Experience with the coordination of strategic planning; program performance evaluation and the assessment of organizational efficiency and effectiveness using qualitative and quantitative methods. Experience assessing complex management processes and systems, facilitating analysis of program operations; and the experience supporting diverse management functions which require broad expertise and coordination across multiple program lines within a large organization for Information Technology programs.
