This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.


As a Budget Analyst at the NH-0560-2 some of your typical work assignments may include:

  • This position is developmental to the full performance PRD, JY00959, Budget Analyst, NH-0560-III. The incumbent receives progressively more responsible assignments aft er proficient experience and training levels are met and may be non-competitively promoted to the target position pending all requirements have been met.
  • The incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the full performance job description. Incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the target level duties.
    * Provides advice and assistance to managers in the development of budget requests and related supporting documentation. Develops plans and estimates for funding program areas. Reviews and edits budget requests to ensure they conform to Missile Defense Agency (MDA), DoD, OMB and Congressional requirements.
  • Analyzes estimates to identify imbalances among program areas, to eliminate duplication of functions, and to reconcile estimates with current levels of expenditures and anticipated changes in programs, staffing levels, and/or administrative functions.
  • Compiles narrative and statistical material and prepares exhibits and related background information concerning budgets for presentation to deciding officials. Performs similar information-gathering and budget justification tasks in response to requests from management.
  • Participates in analysis of legislation to determine congressional intent, identify statutory requirements, and to recommend responses which are beneficial, or least harmful, to the Agency mission. * Assists in the preparation of required reports to Congress, testimony and responses to congressional, Government Accounting Off ice, and Off ice of Management and Budget inquires. Provides inputs to policies. Presents briefings to obtain consensus/approval.
  • Monitors the execution (i.e. obligation and expenditure of funds) of approved budgets to ensure that funds are properly allocated, obligated, and spent in a timely and effective manner in support of appropriated and authorized levels and management objectives. Recommends adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, administrative functions, and/or funds available. Exercises budget controls through review and approval of the obligation and expenditure of funds for management and administrative purposes, including payment of salaries and expenses.
  • Reviews and interprets directives received from MDA headquarters and formulates local procedures. Ensures that supported activities are informed of all significant MDA budgetary policy and procedural changes. Develops solutions for budgetary issues surfaced by supported activities resulting from changes in program requirements and/or special requirements that necessitate deviations from existing policies, program requirements, methods and procedures.

  • This is an acquisition position coded Level I in Business, Financial Management. Incumbent must obtain mandatory DAWIA certification within 24 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every two years.
  • This is a Financial Management Level I Certified position. Incumbent shall comply with the requirements of this certification program.
  • Incumbent required to obtain and maintain a Secret Security Clearance.

Qualifications

You may qualify at the NH NH-02 Broadband level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-01/GS-04 grade level in the Federal service in 1 of the 4 experiences listed below:

  • Experience with the application of acquisition program management principles, policies, and regulations to resolve difficult problems, OR
  • Experience in applying analytical and evaluation skills to assess project requirements and determine potential acquisition solutions, OR
  • Experience assessing project requirements and determine acquisition solutions, OR
  • Experience in establishing effective work and customer relationships, AND
B. Successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university., OR

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
