As a SUPERVISORY PROGRAM MANAGER (ACQUISITIONS) you will be responsible for the following duties:

  • Responsible for providing expert advice and guidance on the implementation of the DoD 5000 AAF, including the development of acquisition strategies, plans, and policies
  • Oversee the application of AAF principles and practices to ensure successful planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of Information Technology systems
  • Collaborate with stakeholders to ensure effective governance and executive lifecycle management of the systems acquisition process, in accordance with AAF guidelines and regulations
  • Develop and implement strategies to ensure goals, priorities, and measures of effectiveness are met, and provide expert guidance on AAF-related policy, guidance, and direction to the PEO
  • Develop and implement plans to build and sustain a highly skilled and knowledgeable AAF workforce, including training, mentoring, and professional development opportunities to ensure the effective application of AAF principles and practices across the organization.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in managing large-scale, complex IT programs, with a track record of successfully planning, budgeting, scheduling, and delivering high-impact information systems that drive organizational transformation. Expert-level knowledge of acquisition policies and procedures. Experience with managing complex, high-profile acquisition programs that require strategic planning and execution. Experience leading/supervising with a proven track record of managing and developing high-performing teams, with a focus on building a culture of excellence, driving employee engagement, and fostering a collaborative work environment that promotes innovation and creativity. Outstanding verbal and written communication skills, with the ability to present complex, technical information to diverse audiences, including senior leaders, stakeholders, and team members, and to communicate effectively in a fast-paced, dynamic environment. Advanced procurement expertise, with experience in managing complex, high-value contract acquisitions, including vendor selection, contract negotiation, and contract management, with a focus on driving cost savings, process efficiency, and strategic sourcing initiatives. Expert-level knowledge of agile methodologies, including Scrum, Kanban, and SAFe, with a proven track record of applying agile principles to manage complex, large-scale projects and drive delivery excellence, including experience with agile scaling, agile governance, and agile metrics.
Specifically you will be evaluated on the following competencies:
1. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurements of program accomplishments and results.

2. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

3. Stakeholder Management: Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative).

4. Communication Skills: Ability to effectively communicate in writing and orally to internal and external stakeholders to further the activity.

5. Leadership: Ability to lead an complexity multi-level organization.

Substitution of education may not be used in lieu of specialized experience for this grade level.
