Help

The Supervisory IT Specialist serves as working supervisor responsible for providing oversight to the Cybersecurity Risk Management team.

The Supervisory IT Specialist manages, coordinates, develops, monitors, and guides all phases of the Risk Management processes for the Security & Governance portfolio of FISMA systems. Provides direct management of projects, serves as a Technical POC (TPOC) and oversees Information Assurance contracts.

Major Duties and Responsibilities:

  • Guides projects using industry standards for system development lifecycle (SDLC) to include subsequent operations and maintenance releases. Program includes IT products that support mission-oriented functions at an enterprise-level.
  • Facilitates a Cybersecurity Steering Committee that includes FISMA system representatives and Information Technology subject matter experts such as engineers, architects, quality assurance specialists and system owners to coordinate strategic and operational planning for the Program's products and services.
  • Develops long-range project milestones for implementation of enterprise-level changes to IT infrastructure. Determines actions to be taken in guiding the accomplishment of program objectives. Develops program and project contingency plans to manage risks that might jeopardize the expected deliverables and deadlines.
  • Advanced knowledge in program management, infrastructure, operations, cybersecurity, and the solutions delivery lifecycle.
  • Performs administrative functions, and coordinates work with other IT functional areas
    to understand interlink and overlap of different programs and projects and continually
    communicates and works with the teams and management towards program goals
    and objectives.
  • Oversee the evaluation, documentation, validation, assessment, and authorization processes necessary to ensure that existing and new information technology systems meet the agency's cybersecurity and risk requirements.
  • Coordinate, facilitate, motivate, and empower subordinate personnel to accomplish the
    directorate's mission.
  • Exposure to tools/technologies required to implement or oversee hardware/software
    assets management; identity, credential, and access management; data discovery,
    secure cloud services; intrusion detection and prevention; endpoint detection and
    response; cyber threat intelligence; enterprise cybersecurity risk management; supply
    chain risk management.
  • Use of Information Technology Infrastructure Library (ITIL) is a framework of best practices for delivering IT management services.
  • Supports sound project management practices, including DevSecOps, agile system
    development and enforces best practice project management principles.

  • This position is eligible for additional reappointments, per 22 USC ยง2506 (a)(8). The initial appointment is a term of five years and subsequent reappointments are in terms of up to five years.

Qualifications

All qualification requirements must be met by 01/02/2025. You will receive credit for all qualifying experience, including volunteer experience. Basic Qualifications:
In order to meet basic qualifications for GS-2210 positions, individuals must have IT-related experience demonstrating each of the competencies defined below:

  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: In addition to demonstrating the basic qualifications listed above, applicants must have at least one year of specialized experience equivalent to the FP-3 or GS-13 grade level in the Federal service defined as experience meeting all the following:

  • Knowledge of NIST risk management framework and methodology for identifying, assessing, and responding to cybersecurity risks.
  • Conducting threat and vulnerability assessments using penetration testing and social engineering.
  • Analyzing and interpreting complex technical security issues and presenting risk findings to stakeholders.
  • Coordinating, facilitating, motivating, and empowering subordinate personnel to accomplish the mission of an organization.
  • Coordinating multiple ongoing cybersecurity inspections, tests and reviews for Information Systems.
  • Supervising or leading experience managing and overseeing staff on a day-to-day basis to include assigning and reviewing work as well as evaluating employee performance.
DESIRABLE QUALIFICATIONS
  • Certification in one or more of the following cybersecurity disciplines: CISA, CISM, CRISC, CISSP, CCSP, etc.
  • Prior experience with execution or oversight of information technology or cybersecurity operations within Government or industry.
  • Prior hands-on experience securing architecture / systems engineering experience

  • Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade.

Peace Corps Manual Section 611 is applicable to this position:

  • This prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years.
  • If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.
