Duties

Help
  • Analyze and reconcile a variety of accounts and financial transactions within multiple systems.
  • Prepare Journal Vouchers document the reason for the adjustment, indicate the effected General Ledger Accounts and maintain supporting documentation for a detailed audit trail.
  • Run daily and non-daily accounting reports in STARS-FL in accordance with BUMED and DHA Standard Operating Procedures (Daily and Non-Daily Accounting), analyze, research, correct and maintain documentation for audit.
  • Review, analyze and report on the Monthly Third-Party Outpatient and Inpatient reports which contain detailed listing of monthly collections based on the Navy Medicine Allowances Calculation Tool.
  • Using various automated data systems with local, client-server and web-based architectures to perform reporting duties both internally within the directorate and command, and externally to agency headquarters, other agencies, and the public.
  • Coordinate with timekeeping customer service representatives (CSRs) to perform bi-weekly payroll reconciliation between Gross Master Pay File and US Standard General Ledger (USSGL), to monitor, validate and resolve discrepancies.

  • This is a Financial Management Level 2 Certified position. The Incumbent must obtain Level 2 Financial Management Certification within 2 Years of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-07: One year of specialized experience which includes assisting with filing documents, reports or publications and providing technical assistance to customers with financial inquires. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: Master's or equivalent graduate degree or 1 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance or Economics (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience GS-09: One year of specialized experience which includes assisting with assigned areas on accounting and budgeting functions, such as analyzing financial document, budget submissions, and reimbursable funding actions; reconciling financial data/reports and executing financial management automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Accounting, Finance or Economy. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
