This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTNG. Major Duties: This is not an all-inclusive list

As a Training Technician (INDEF) (TITLE 32), GS-1702-9, you will:

  • Administers and oversees the Individual Training Management Program within the state.
  • The incumbent exercises technical responsibility for the Army Training Requirements and Resources System (ATRRS), Army Funding Allocation Module (AFAM), Automated Funds Control and Orders System (AFCOS); and Training Utilization Module (TUM) as it pertains to individual training.
  • Provides program assistance and guidance to training personnel in the operations and maintenance of various automated systems.
  • Plans, coordinates, monitors and administers the operation and security for the computer systems and software applications.
  • May plan the introduction of new hardware and computer programs for the training arena.
  • Identifies computer systems problems being experienced by ATRRS users by personal intervention or coordination with the Deputy Chief of Staff Information Management (DCSIM) or appropriate office to correct problems in operating and maintaining systems and software programs.
  • Coordinates with DCSIM to ensure that hardware, software, and communication requirements are identified, and sufficient resources are available to support the system.
  • Interprets Department of the Army, United States Army Training and Doctrine Command (TRADOC), and National Guard Bureau (NGB) training regulations, manuals, policies, procedures and ensures compliance with all pertinent regulations and local directives.
  • Analyzes personnel data, historical data, and current training priorities to develop accurate individual training requirements for the Program Objective Memorandum and the Regional Training Coordination Conference Program by extracting data from ATRRS and other sources.
  • Adjusts the training program during the execution year using the Training Resource Arbitration Program process to measure the effectiveness of quotas and quotas use.
  • Provides training statistics for the Quarterly Army Performance Review for execution year quota utilization.
  • Serves as the principal liaison between TRADOC Proponent Schools, NGB Individual Training Branch, United States Army Reserve Command Institutional Training Divisions, Total Army Schools System Training Battalions, Civilian Vocational schools and ARNG units/members to resolve academic, personal, monetary or travel problems, encountered while attending school.
  • Coordinates with the schools to verify changes in course length, late start, or recycling of a student.
  • Reviews applications to attend schools for completeness and accuracy.
  • Ensures applicants are eligible to attend courses and all prerequisites have been met.
  • Recommends approval/disapproval of applications based on budgetary consideration (i.e. funds availability), priorities of attendance and schools requested.
  • Coordinates issuance of appropriate travel orders for attendance at approved schools.
  • Obtains quotas for courses, training information, reporting instructions, personal equipment needed and other information relative to course requirements.
  • Coordinates with higher and lower headquarters, units, and organizations on training for officers, warrant officers, and enlisted personnel on career and special skill requirements.
  • Provides technical advice and information to AG staff and special appointed board officials on educational requirements and courses for specialized training.
  • May prepare final draft of state Annual Training (AT) Plan for acceptance and approval at NGB. Reviews data on unit training mission, training requirements and resources, transportation needs, manday requirements, commercial or military airlift requirements to support and justify the AT Plan.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • May be required to successfully complete a probationary period.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
  • Participation in direct deposit is mandatory.
  • Medical screening will be completed upon selection for hire.
  • Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • This position is eligible to be in the union: Laborers International Union of North America (LiUNA) Local 1776.
  • Position may be telework eligible after completion of probationary period, based on the needs of the organization.

Qualifications

General Experience:
Have experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.

Specialized Experience GS-9:
Have 1 year specialized experience equivalent to at least GS-1702-7? (Must submit SF 50 to validate response)
OR demonstrated experience in the following:

  • Knowledge in training centers, training programs, schools, and units for these systems.
  • Have experiences in conducting and developing education and training programs.
  • Experience in conducting, supervising, or developing education or training programs.
  • Knowledge in the Army or Air Force education and training policy requirements.
  • Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
  • Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques.
  • Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures.
  • Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.
  • Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures.
  • Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts.
  • Experienced and effective communicator.
  • Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records.
  • Experiences as a participant and presenter during training and military or civilian conference events.
  • Experiences in organizing and preparing instructional materials.
  • Understands and applies formal training objectives.
  • Able to develop course syllabi, training project outlines, and daily and weekly lesson plans.
  • Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline.
  • Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter.
  • Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work.
  • Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips.
  • Experienced in training aids such as, achievement and aptitude tests and rating scales.
  • Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction.
  • Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.
