  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • The incumbent of this position is required to obtain and maintain a Status of Forces Agreement (SOFA) driver’s license.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include analysis, troubleshooting, maintaining hardware and software, and administration of system accounts.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing technical support to customers who need assistance utilizing client-level hardware and software in accordance with the established or approved organizational process components.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include making recommendation based on the trend analysis for enhancements to software and hardware solutions to enhance customer experience.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include Assessing and recommending solutions to ensure continuing operability.

In addition to your experience demonstrating the four competencies above, you are required to have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector Installing, managing, troubleshooting and maintaining server infrastructure and network services; AND installing and maintaining hardware and software conducting functional and connectivity testing to ensure continuing operability.

Conditions of Employment continued:

This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of System Administration (WRC: 451), Technical Support Specialist (WRC: 411) Proficiency level: Technician/Administrative Support and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

This designation requires:
The incumbent participates in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of Technical Support Specialist, code 411 proficiency level Full Performance.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree

OR

have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Tour of Duty is 24 months.
