  • Provides advice, guidance, and subject matter acquisition expertise on contracting matters to internal and external customers
  • Reviews, evaluates and provides specific guidance concerning contracting policies and procedures relative to assessment reporting, contractor performance, program management reviews, unliquidated obligations, etc.
  • Provides analysis and evaluation of the initiation, development and recommendation of contracting policies and procedures.
  • Reviews contractual document to insure the appropriate contract type, clarity of contract terms, acquisition method, pricing provisions, source selection plan and the appropriateness of cited funds.
  • Ensures contract audit reports are resolved and dispositioned in a timely manner.
  • Utilize Business Intelligence and other automated systems to identify and interpret statistical trends and/or spend analysis to promote strategic sourcing.

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 36 months of entry on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for the 1102 series:
A Bachelor's Degree (or higher level) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption:You are exempt from the education requirements above if: (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department ON or BEFORE September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 ON or BEFORE September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position at the GS-13 grade level you must also meet the qualification requirements listed below:

Specialized Experience Required:
To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes:
(1) Analyzing procurement data involving complicated contracts to ensure compliance with regulatory guidance; (2) Utilizing automated systems to identify statistical trends or spend analysis to promote strategic sourcing; AND (3) Analyzing contract data to identify procurement issues and recommend corrective action.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
