As an Economist, GS-0110-13, you will be responsible for:

• Planning, conducting, and carrying out evaluations and studies, and applying expert quantitative and qualitative techniques to assess the effectiveness and efficiency of agency programs and operations to ensure agency programs, operations, policies, and systems support achieving organization goals, objectives, and strategic plans.
• Developing reports and presentations of analyses, reviewing findings, and recommending improvements to agency programs, operations, policies, and systems involving a broad range of complex, sensitive, and potentially controversial issues and viewpoints. Findings may be suitable for inclusion in speeches, publications, and congressional testimony.  
• Applying evidence to the agency's most pressing higher education issues, including college accountability and student loan affordability. Methodologies include quick turnaround data analyses using existing administrative data (e.g., FSA data), literature reviews of existing research in the field, informing long-term studies done within the Department or in the field to build additional evidence.

Conditions of Employment

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high-speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications

Minimum Qualification Requirements:

You may meet the minimum qualifications for the GS-13, if you possess the specialized experience and education listed in the Education Requirements below.  

Specialized Experience for the GS-13

One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience developing research studies and conducting quantitative analyses of economic principles related to education.  
2. Experience providing analytical data assessments and recommendations to senior leaders through oral and written communication.
3. Experience developing reports based on research and presenting findings to leadership.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.  Skills in quantitative methods to conduct research and apply insight to policy recommendations.
2.  Knowledge of various economic research principles and methods to provide advice and develop new approaches
3.  Knowledge of higher education and student loan issues that allows for the development of research studies and methodologies. 

Education

This position has a positive education requirement. 

Economist 0110

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
