ABOUT THE POSITION

The incumbent serves as Chief Privacy Officer (CPO) and principal advisor within ASTP/ONC. The CPO provides advice on the privacy, security, and data stewardship of electronic health information and coordinates with other Federal agencies, with State and regional efforts, and internationally.

Provides leadership, strategic vision, and guidance to assure coordination with other Federal agencies, State and regional efforts, and foreign countries, as applicable, with regard to the privacy, security, and data stewardship of electronic health information. Develops strategies, conducts analysis, and advises the National Coordinator on privacy, security, and data stewardship issues related to electronic health information exchange, artificial intelligence, and patient access. Provides leadership and strategic vision and guidance to assure coordination with other Federal agencies and private sector partners.

Contributes to and participates in federal rulemaking and regulatory development and implementation activities to support ASTP/ONC priorities, including evaluating regulatory proposals involving the collection, use, and disclosure of electronic health information.

Develops health information privacy policies and related activities for ASTP/ONC and provides input to other related federal programs, including addressing emerging issues and advances ASTP/ONC priorities and initiatives.

Provides information and technical assistance to ASTP program activities and other stakeholders to promote health information privacy, particularly around Health Insurance Portability and Accountability Act (HIPAA) rules, as well as address emerging privacy issues.

Develops and maintains cooperative relationships with the HHS Office for Civil Rights (OCR) and other federal organizations, including collaborating with private sector partners on the work of ASTP in health IT-related privacy topic areas.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.

Mandatory Technical Qualifications (TQs):

This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.

  1. Demonstrated knowledge in implementation of regulations, executive orders, governing health information technology, healthcare privacy and security regulations, and health care delivery programs and activities.
  2. Demonstrated ability to rapidly adapt and respond to changing privacy, security, and data stewardship advances in digital health, develop strategies for new digital health and health information exchange initiatives, and devise and implement effective approaches and methods for resolving challenges.
