Duties

Help

As a Financial Analyst at the GS-0501-9/11 level, some of your typical work assignments may include:

  • Analyzing and evaluating available funds to determine adequacy of funding and/or need for increased funding.
  • Conducting data integrity and quality assurance reviews of financial accounts, records, and reports.
  • Coordinating with JPATS team members and external stakeholders to resolve financial matters.
The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity.

Qualifications

You may qualify at the GS-0501-9 level, if you fulfill one of the following qualifications:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-07 grade level in the Federal service performing the following duties:

  • Assisting in analyzing historical financial data to forecast funding requirements;
  • Monitoring accounts payable to ensure obligations are satisfied in a timely manner;
  • Aiding in evaluating results of audits or quality assurance checks to determine if internal controls are working as intended;
  • Providing technical assistance in troubleshooting errors with financial information systems to resolve user problems; and
  • Assisting in using reporting capabilities of automated systems to generate financial reports.
OR

Education:Possess a master's or equivalent graduate degree (LL.B or J.D.) or 2 full years of progressively higher level graduate education leading to such a degree in a field of study directly related to the position that provided the knowledge, skills, and abilities necessary to do the work. (Must submit a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.


You may qualify at the GS-0501-11 level, if you fulfill one of the following qualifications:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-09 grade level in the Federal service performing the following duties:
  • Analyzing historical financial data to forecast funding requirements;
  • Monitoring accounts payable to ensure obligations are satisfied in a timely manner;
  • Evaluating results of audits or quality assurance checks to determine if internal controls are working as intended;
  • Troubleshooting errors with financial information systems to resolve user problems; and
  • Using reporting capabilities of automated systems to generate financial reports.
OR

Education: A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. (MUST SUBMIT TRANSCRIPTS)

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages

AND

Possession of the following competencies:
  • Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Financial Management: Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost benefit thinking to set priorities.
  • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short or long term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  • Technology Application: Uses machines, tools, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will enter a multi-hurdle process involving the following steps:

Highly Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job.
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
